Description

This a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to negotiate a firm-fixed price contract on a Sole-Source basis with Automatika, Inc., 137 Delta Drive, Pittsburgh, PA for the part number listed below, under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1. This announcement constitutes the only solicitation, a written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ) E000105 and this number shall be referenced on all quotes. This RFQ is a 100% Small Business Set-Aside. All Incorporated provisions and clauses are those in effect through FAR Circular 2001-23. The North American Industry Classification System Code (NAICS) is 541330 and Business Size Standard is $4.0 Million. The Federal Bureau of Investigation (FBI) has a requirement for a one-time, firm-fixed price purchase of two (2) Dragon Runner Prototype Surveillance Robot Systems. Delivery of items shall be sixty (60) days after receipt of order. The delivery shall be FOB Destination. The ship to address is the FBI Academy, Building No. 27958A, Quantico, Virginia, 22135. The following FAR provisions and clauses are incorporated by reference and apply to this solicitation: FAR Provision 52.212-1, Instructions to Offerors--Commercial Item (JAN 2004); FAR 52.212-2, Evaluation--Commercial Item (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications--Commercial Item (MAY 2004); FAR 52.212-4, Contract Terms and Conditions--Commercial Items (OCT 2003); and FAR 52.215-5, Facsimile Proposals (OCT 1997). The full text clauses can be obtained at http://www.acqnet.gov. This notice is not a request for competitive proposals; however, interested persons may identify their interests and capability to respond to this requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. The Government reserves the right to request product samples which can be tested for compatibility. The following evaluation factors, in descending order of importance, will be used to evaluate offers: (1) technical capabilities, (2) past performance, and (3) price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Item (MAY 2004), with their offer. Offerors responding to this solicitation must provide their DUNS, CCR, and Tax Identification numbers. The Government will not pay for any information received. The Government reserves the right to award this Contract without discussion. Offerors are hereby notified that due to Security Issues, only faxed offerors will be considered. All proposals received by 2:00 PM, EDT, Monday, July 12, 2004 will be considered by the Government. Quotes can be faxed to (703) 632-1844.
