- Description
- This project consists of beach nourishment at Buckroe Beach in Hampton, Virginia. The work consists of dredging beach fill material from the Government furnished borrow site located offshore approximately 2 miles east of Buckroe Beach and deposit the dredged beach quality sand within the designated Buckroe Beach Segment of approximately 3,785 feet and Sand Ponds Segment of approximately 2,050 feet. Potential bidders are informed the borrow material to be dredged is predominantly sand; however, the Con tractor may encounter unsatisfactory clay materials and unexploded ordnance and exploded ordnance, inert ordnance, and ordnance fragments and similar debris material within the dredging prism of the Designated Dredged Material Borrow Site. The Contractor s hall perform the scheduled dredging work with a hydraulic dredge and pipeline with UXO screening devices placed on the dredge cutter head, in pipeline sections prior to reaching the dredge pump, at the discharge end of the pipeline, a combination of these procedures, or by other approved procedures to minimize UXO two inches and greater in any dimension from being dredged and placed on the beach. Due to the safety and environmental concerns related to these materials, and the necessary production rate to co mplete the project as scheduled, the Contractor shall certify with his bid the plant to be employed on the work meets as a minimum the following requirements: a minimum hydraulic cutter-head dredge weight of 600,000 pounds, not less than 22-inch pump disch arge, minimum 1,000 horsepower continuous to the dredge pump, capability to safely and efficiently dredge to 30 feet minimum digging depth, ability to efficiently pump granular material up to 15,000 feet, and verifiable experience that the dredge utilized on this work has performed to these requirements on similar projects with UXO screening devices installed as specified. The Contractors certification shall include a complete listing of all dredging plant and machinery to be used in the work, including sc reening devices to minimize UXO from entering the dredged material to be placed on the beach, booster pumps, skiffs, barges, and other related equipment. This information must be submitted as part of the Contractors bid package and will be strictly evaluat ed for compliance to these minimum requirements prior to award. Total estimated amount of material to be placed on the beach is 476,000 cubic yards. A pre-bid conference will be held on 3 August 2004 at 10:00am,in the vicinity of the beach placement area, exact location will be identified and provided to potential bidders with the bid documents. The purpose of this conference is to answer questions potential bidders may have concerning the contract and requirements. The magnitude of construction is $1,000, 000 to $5,000,000. Applicable SIC code is 1629, with a size standard of $17.2 million. The NAICS code is 237990. The solicitation will be available on the internet only. No paper copies or CDs will be issued.
