- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Section 4202 of the Clinger-Cohen Act of 1966, FAR 13.501(a)(1)(ii). Additionally the acquisition is being procured in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will n ot be issued. The Contract number is W911W6-04-C-0061 and is a request for proposal (RFP). This contract and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23, 5 May 04. North American Industry Classificatio n System (NAICS) applicable to this solicitation is 488119. The size standard is $6.0. Solicitation is limited to Northrop Grumman Systems Corp, Gaithersburg, MD. Northrop Grumman, as OEM of the DVRS software system, is the only firm holding the design, d evelopment and software knowledge necessary to successfully perform the support services required by the Government. Specifications, plans or drawings relating to this procurement are not available and cannot be furnished by the Government. The contract re quirements will be developed jointly between the Government and Northrop Grumman, consistent with alpha contracting procedures appropriate for sole source requirements and in accordance with applicable cost principles, clauses and provisions in accordance with FAR. Award of a firm, fixed price contract is anticipated and the contract will include the basic year of performance plus 4 option years. The objective of the program is to acquire secondary level engineering support and technical assistance to resol ve software/system maintenance problems with the DVRS. The DVRS is a critical aviation safety system that must be constantly monitored. Travel and assistance may be required for problems that cannot be resolved via telephone support. In this case, site vis its will be negotiated upon identification of the specific requirement. The provision at 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition without addenda. The provision at 52.212-2, Evaluation--Commercial Items, applies to this solicitation. The following factors will be used to evaluate offers: technical capability of the item offered to meet the Government requirement and price. Technical capability is paramount. Offerors shall include completed copy of the provision at 52 .212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition without addenda. The clause at 52.212-5, Contract Terms and Condition s Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. As previously noted, the intended source of supply is Northrop Grumman Systems Corp, Gaithersburg, MD. The DVRS software is proprietary to Northrop Grumman and the Governm ent does not have technical data or software documentation to enable competition. FBO Numbered Note is 22. While the Government does not anticipate competition, any responsible source may submit a proposal that will be considered. Proposals are due 26 July 2004, 4:00 p.m. local time.
