- PRESOLICITATION NOTICE FOR COMMERCIAL PHYSICIAN SERVICES AT THE ARMED FORCES RETIREMENT HOME IN GULFPORT, MS. BACKGROUND: The United States Congress established the Armed Forces Retirement Home (AFRH) as a separate Federal Agency in 1991 when it enacted the Defense Authorization Act, Public Law 101-510. The AFRH is comprised of the Armed Forces Retirement Home in Washington, D.C. (AFRH-W), and the Armed Forces Retirement Home in Gulfport, Mississippi (AFRH-G). Each site offers independent, Long-Term Care/Skilled Care, Assisted Living and Special Care (dementia) options for its residents. Each site is maintained as a separate establishment of the AFRH for administrative purposes. This contract applies only to AFRH-G. The mission of the AFRH is to provide residents with a model retirement center, where residents can maintain an independent lifestyle in an environment designed for safety, comfort, and personal enrichment. The total number of residents on the rolls of the AFRH-G will vary from month to month, but not widely, as influenced by admissions, deaths, and separations. The actual number to be medical care recipients will also be influenced by the number who are on leave or who may be patients at an outside medical facility. AFRH-G currently has 590 residents but can support up to 620. Medicare Part A does not cover all of these residents nor does AFRH-G receive reimbursement from Medicare Part A. Residents? physical and mental conditions and capabilities vary widely. SCOPE: The Contractor shall provide the full range of medical care, comprehensive professional, clinical and medical services, in a geriatric environment. This includes both an Ambulatory Care Outpatient Clinic (hereafter referred to as ?clinic?) and inpatient (?bed side?) services to non-ambulatory residents. The majority of the clinic?s patients (approximately 485) reside in the AFRH ?Tower? and are enriched/independent residents. Residents from the Long-Term/Skilled Care (inpatients) Assisted Living, and Special Care (dementia) units may also use the clinic. Inpatient physician coverage applies to Long-Term Care/Skilled Care (LTCU), Assisted Living (ALU) and Special Care (dementia) units. (At AFRH-G, Assisted Living has two categories; Assisted Living on the Assisted Living floor of the Tower facility and ?Popcorn Assisted Living? which is Assisted Living residents in the section of the Tower for independents). Total population in these three categories at the AFRH-G is approximately 105. Breakout of the population of each unit is: Long-Term Care/Skilled Care Range 15 ? 24; Assisted Living Floor approximately 56 and Popcorn Assisted Living approximately 15 Special Care (dementia)Range 15-24. These numbers will change due to near term construction of additions to the Long-Term Care/Skilled Care and Special Care (dementia) areas. At final capacity in 2006, Long-Term Care/Skilled Care and Special Care (dementia) areas will be 48. Additionally, planned growth in the Assisted Living Program will impact the site population. The actual increase in Assisted Living numbers is currently unknown as the population of Popcorn Assisted Living residents is still to be determined. The Contractor shall also provide a Medical Director (Government's option of full-time or part-time) and ancillary duties, such as but not limited to, clinics, records and documentation, and billing of insurance. The Contractor shall bill the residents? insurance company directly for reimbursement of physician services. This shall include the cost of expendable/consumable supplies consumed during resident treatment. Residents and/or their insurance companies will be responsible for payment of all services including co-payments. The Government is not responsible for payment, including co-payments, and the Contractor shall not bill the Government for these services. SITE VISIT: A site visit of the clinic is scheduled for Friday, June 18, 2004 at 1:00 p.m.CST at the Armed Forces Retirement Home in Gulfport, MS. You must contact the Contracting Officer via email not-later-than noon on June 17,2004 with the company's name and attendees to ensure entrance through the security gate.
