- Description
- It is the intent of the Uniformed Services of the University of the Health Sciences (USUHS) to acquire on a sole-source basis pursuant to FAR 6.302-1 (a) (2) (iii) with Samuelli Institute, Corona Del Mar, CA. The United States Congress has established the Military Complementary and Alternative Medicine (MILCAM) program to explore the application of complementary and alternative medicine (CAM)to militarily relevant situations. Specifically, to enable individuals and institutions to perform basic and clinical research studies on specific CAM approaches that may assist the soldier in the operational environment and that may benefit military populations. USUHS has experience and knowledge in military medicine but has partnered with Samuelli Institute to provide the area of expertise needed for complimentary and alternative medicine (CAM) and to manage the successful grantees research efforts. Under the MILCAM program the Contractor will provide and be responsible for: (1) Publish a request for applications from qualified individuals and institutions for research proposlas under MILCAM, (2) Establish an independent Scientific Review Committee (SRC) to evaluate the applications for scientific merit and likelihood of achieving the goals stated in the individual applications.[*A summary of the SRC's findings and recommendations will be presented to USUHS, *In consultation with USUHS, award successful applicants with appropriate funding, USUHS will receive a copy of the successful applicants' grants (3) Administer grants including, negotiation of overhead, evaluation of conflict of interests, and delivery and oversight of funding, (4)Manage research projects and assist with execution and analysis, (5) USUHS will be provided with a year end summary of accomplishments, manuscripts, and publications, patents,and products. The proposed acquisition is an add on to a present contract, MDA905-03-C-0003 and will be procured under FAR 15, Contracting by Negotiation. The period of performance will be for one additional year past the present Contract period of performance. This is not a request for proposals (RFP). However, all interested parties may contact the Contracting Officer for details. Interested sources may respond to this requirement but must be able to provide convincing evidence they possess the requisite expertise and experience to successfully perform the services as specified above.
