- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 6TSA-04-JMT-0089 is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This procurement is for the following: CLIN 1: Dual Band Helmet Worn Iridium GPS AntennasQty. 430 PMA-L1DR Antenna L-Band, Dual Patch, 1620 MHz Iridium, 1575 GPS, RHCP, RG-316 w/Lemo FFA.00.250.CTA29Z connector, enclosed in polyproplylene w/ integral RF shielding. PAST PERFORMANCE MUST BE SUBMITTED WITH QUOTATION TO SHOW EQUIVALENT EQUIPMENT MEETS OR EXCEEDS LISTED MANUFACTURE?S EQUIPMENT. QUOTES WILL BE AUTOMATICALLY REJECTED IF THIS INFORMATION IS NOT PROVIDED. This requirement is for the Department of the Navy, Naval Surface Warfare Center, Dahlgren Division, Dahlgren, VA. Please include all requirements on quotations. No partial quotes. No substitutions. Indicate FOB destination on quote (shipping included in price). The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including past performance, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
