- The Regional Contracting Department, Fleet and Industrial Supply Center (FISC), Pearl Harbor, Hawaii intends on awarding a single, firm-fixed price contract for the acquisition of the following noted line items. This requirement is solicited on an unrestricted basis. NAICS Code 334511, 750 employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION will not be issued. Please reference Solicitation No. N00604J0027 on all quotes and correspondence. All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. This synopsis/solicitation is being issued as a Request for Quotations (RFQ), for a Firm Fixed Price type contract incorporating provisions and clauses in effect through Federal Acquisition Circular FAC 2001-22 & 23, Effective 05 May 2004 & Class Deviation 2004-o0001 current to DCN 20040513 Edition. The Regional Contract Department, FISC Pearl Harbor, Hawaii intends to award a firm fixed price contract for the following] ITEM 0001: FLIR ThermaCAM P20 Infrared Camera, FLIR Part No. 2181200204. Quantity: 1 each. Includes the following parts: a Built-in 24 Degree Lens, Temperature Measurement from ?40 Degrees Celsius to 500 degrees Celsius, 2 Station Intelligent Battery Charger, 2 batteries, Video Cable (RCA), AC Power Supply, Shoulder/Hand Strap, Shipping/Carrying Case and Operating Manual. ITEM 0002: ThermaCAM Reporte r 2000 Basic Software, FLIR Part No. 1195618. Quantity: 1 each. Includes operating manual and diskettes. ITEM 003: Twelve (12) Degree Lens, FLIR Part No. 194176. Quantity: 1 each. ITEM 0004: Thermal Heads Up Display, FLIR Part No. 19287-000. Quantity: 1 each. ITEM 0005: Optional P20 Batteries, FLIR Part No. 1195268. Quantity: 2 each. Quotes are solicited on an or equal basis. If an equal product is being offered, it is the offeror?s responsibility to submit detailed specifications, along with pictures of the items, in sufficient detail to allow for an evaluation of the product. Quotes shall be FOB Destination pricing to Pearl Harbor, Hawaii. Required delivery date is June 27, 2004 or state best delivery date. All responsible sources may submit a quotation, which shall be considered by the agency. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense Contract awards. Lack of registration in the CCR database will make an offeror/quoter ineligible for award. The provision at FAR 52.212-1, Instructions to Offerors ?Commercial Items applies. Unless otherwise provided in the schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered at the unit prices offered unless the offeror specified otherwise in the offer. The provision at FAR 52.212-2, Evaluation Commercial Items applies. Award will be made to the responsible contractor whose proposal is technically acceptable. Technically acceptability is more important than price. The Government reserves the right to judge which quotes show the required capability and the right to eli minate from further consideration those quotes which are considered unacceptable. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable to paragraph (b): DFARS 252.225-7036 ALTERNATIVE I, Buy American Act and Balance of Payments Program Certificate. REVIEW OF AGENCY PROTEST (FISCPH) (APR 2000) (a) The contract ing activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protest in accordance with the requirements set forth in FAR 33.103 (d) (4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Director, Regional Contracting Department (Code 200), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e, the Contracting Officer or Reviewing Official. (d) Quoters should note this review of the Contracting Officer?s decision will not extend GAO?s timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 1 0 days of knowledge of initial adverse agency action.
