Description

The VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240 ('VA') intends to negotiate with H*Works, an Advisory Board company, 600 New Hampshire Avenue NW, Washington DC 20037 on a sole source basis pursuant to FAR 6.302-1, to analyze VA's patient flow through acute inpatient stay in medicine and surgery including utilization of supporting diagnostic and treatment procedures, with identification of opportunities to maximize capacity through maximization of throughput, to create an implementation plan to apply identified flow improvements, and to collect data demonstrating the impact of changes at stated intervals, within a one year period. H*Works can provide this service at a significantly discounted fee, primarily as a membership benefit to Advisory Board company members, of which VA is an active member. Through this member relationship H*Works/Advisory Board has a unique awareness of VA's most pressing issues and situations. Throughput and capacity management is a primary area of expertise for the Advisory Board company and H*Works, with H*Works being the exclusive implementation support vehicle for best practices related to Maximizing Hospital Capacity Management, as researched by the Advisory Board. H*Works has access to previously collected data and knowledge by the Advisory Board company, including the Dept. of Veterans Affairs, eliminating the need (and labor) for much of the research and fact-finding which would typically be necessary. Firms who wish to identify their interest and capability to provide comprehensive and coordinated Capacity Management review plus Implementation of best practices/proven solutions as a packaged engagement may notify the Contracting Officer, in writing, no later than 4:00 pm, 7/7/04. Notification shall be mailed to Janet Leuthold, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh PA 15206. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
