- Description
- -The National Oceanic and Atmospheric Administration, has a requirement to acquire a specific set of acquisition support services from the MITRE Corporation of McLean, VA for a period of two years. The contract will provide support for the NOAA component NESDIS, and its IPO and OSD Ground Systems Division. The services will support the advance planning and alternative analysis for projects relating to the development of new or modified satellite systems for NESDIS and their partners at DOD and NASA. As such, NOAA requires the services of an organization that will not experience significant Organizational Conflicts of Interest from any analysis and recommendations made to the NOAA. Mitre, Corporation has been NOAA components in this capacity since 1979, and the Government is utilizing its FFRDC Center of Excellence for this tasking. Routine system engineering tasking is not covered by this announcement. Firms that believe they have the capability to provide organizationally conflict free Alternative analysis, systems analysis, and IT architecture analysis and recommendations for new projects or at major modification points of projects must submit a brief capability statement to the address indicated within forty-five days of the publication of this announcement. In addition to addressing OCI, the capability statement must address your ability to support the mission of the NOAA in the areas outlined above. The level of effort for each year of the anticipated tasking shall be approximately nine to fifteen Direct Productive Man Years. Competitive solicitation documents are not available. Responses to this notice will be evaluated and the findings detailed to any responding firms. If the final decision, after evaluating all responses, is to complete the proposed contract to MITRE using the authority of 41 USC 253 (c) (1) and/or 41 USC 253 (c) (3), no further pre-award notice will be published.
