Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number USSS04040 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 97-23. This action is a 100% small business set-aside. The NAICS code is 335999 and the small business size standard is 500. The U.S. Secret Service (USSS) has a requirement for the Broadware Technologies hydra client video platform. The Broadware video security solution is only available through Broadware Technologies at 20863 Stevens Creek Boulevard, Suite 100, Cupertino, CA 9500. No other configuration and software is being procured. The Government intends to award a firm, fixed price order for six (6) Broadware hydra client configurations utilizing forty (40) AXIS 241S Blade video servers and four (4) AXIS video server racks. The above configuration includes Broadware support expertise pertaining to installation, firmware updates, configuration maintenance (year one included in delivered system), malfunction phone support, staging and system test services. The Contractor shall deliver the complete quantity, FOB Destination, with all freight included in the delivered price, within thirty (30) days of receipt of order. Deliver to U. S. Secret Service ? Technical Security Division, 843 Brightseat Road (Rear), Landover, MD 20785. All proposals must include a unit cost for each of the three items identified above as well as the total price for the maximum quantity for all three items and associated quantities. Detailed technical descriptions and/or brochures on each offered sub-item must be included with the offeror?s proposal to allow the USSS to determine that it is technically acceptable (technical match) per the items identified. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation ? Commercial Items; 52.212-2 Paragraph (a) insert: ?The Government intends to award firm, fixed price definite quantity type contract, to the responsible offeror with acceptable past performance, whose proposal, conforming to the Solicitation as provided herein, is lowest in price. Each kit will be evaluated as acceptable or unacceptable, determined on technical sufficiency as per the specification and quality of workmanship. For evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar products/services within the last two (2) years. Each reference must include customer?s name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable, unacceptable, or neutral. Technical and past performance, when combined, are less important than price.? 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. The following clauses cited in 52.212-5 are applicable: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.209.70, Prohibition on Contracts with Corporate Expatriates; 52.219-8, Utilization of Small Business Concerns; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.222.19, Child Labor ? Cooperation with Authorities and Remedies; 52.225-1, Buy American Act?Balance of Payments Program--Supplies; 52.225-13, Restriction on Certain Foreign Purchases; and 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration (insert ?ten days after award? at fill-in). 52.216-18, Ordering (insert ?Base Requirements - Line Items 0001, 0002, 0003, 0004, 0005, and 0006 and Optional Year 1 Line Items 1001, 0002 and 1003 for an additional year of upgrades and maintenance. 52.217-9, Option to Extend the Term of the Contract (insert ?within 15 days of the option period?, ?30 days?, and ?two years and six months? at fill-ins in consecutive order). These FAR Provisions and Clauses may be accessed via the world wide web at: http://www.arnet.gov/far/. Telephone requests for copies of FAR Provisions and/or Clauses will not be accepted. Proposals must contain the following: 1) Unit and quantity Pricing for the three items identified above; 2) Detailed technical descriptions and/or brochures on each offered sub-item; 3) Past Performance Information; 4) Completed and signed copy of the FAR 52.212-3, Representations and Certifications (October 2000/FAC 20 edition). Please note: All responsible offerors shall fax proposal packages to 202-406-6801 for the U.S. Secret Service, Procurement Division (Suite 6700), Attn: Mike Hoop, to be received no later than 3:00 P.M.(EST), Thursday, June 10, 2004. Please note: the Government will not be responsible for any cost incurred in responding to this notice. Award is anticipated within two (2) days.
