NASA's Earth Science Enterprise's Research and Applications divisions are supporting this opportunity. Proposals are invited in multiple science research categories. For independent, "discovery-driven" projects there are four critical areas: 1) Energy- and Water-cycle; 2) Terrestrial Hydrology; 3) Land Cover Land Use Change; and 4) Water Management. Also invited are projects, consisting of cooperative, "product-driven" research that pursue Energy- and Water-cycle studies. These cooperative projects will contribute to and participate with a team to solve larger Energy- and Water-cycle questions in methods consistent with NASA's overall Earth Science strategy. Participation in the NRA is open to all categories of domestic and foreign organizations, including educational institutions, industry, non-profit institutions, NASA research centers, and other government agencies and laboratories.
