- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR SATELLITE CALIBRATION SERVICES. The Naval Research Laboratory intends to award on the basis of less than full-and-open competition a contract to SRI International, Menlo Park, CA, for satellite calibration services. The contractor shall provide all personnel, facilities, materials and services to perform the calibrations and any additional tasks in accordance with the statement of work, which shall include, but may not be limited to, access to a large parabolic antenna, approximately 48 meters in diameter with tracking capabilities adequate to accurately track low earth orbiting satellites; amplifiers, transmission lines and feed structures. Tasks required under any resulting contract shall include, but may not be limited to: a.) satellite calibration efforts; b.) operation and general maintenance (O&M) efforts for a 300,000 pound fully hemispherically- steerable 150 ft. parabolic reflector antenna facility; c.) system engineering efforts to both monitor current equipment activity and performance levels and to plan for future equipment acquisitions associated with adequate evolution of the facility as new clients require new capabilities; and d.) antenna maintenance, refurbishing and repair efforts to correct and arrest minor facility degradation to assure on-going uninterrupted availability of the facility to various satellites. Vendors who feel capable of providing the services stated above shall fully identify their interests and submit, in writing, information documenting their capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered.
