Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used. The Naval Surface Warfare Center, Dahlgren Di vision intends to purchase dual Xeon computers that meet the following specifications: A. Two (2) 2.8 GHz Inter Xeon Processors with 533Front Side Bus, and 512KB Advanced Transfer L2 Cache; B. One (1) Ultra-320 SCSI Controller; C. One (1) 10/100 Mbps RJ-45 LAN Port (minimum); D. PCI riser card providing the following PCI slots, minimum ? length cards ? (1) PCI Slot (3.3V, 64-bit/100 MHz) and (1) PCI Slot (5V, 32-bit/33 MHz); E. One (1) Serial Port with PS/2 Keyboard and PS/2 Mouse Ports; F. VGA Graphics (ATI Rage) Integrated in main board; G. 430 Watt power Supply (minimum); H. DVD Drive (Sony Part Number DWU18A)(Black); I. 4GB ECC DDR (4 x 1GB) Memory (matched to the processor maximizing bus speed); J. Two (2) 146gb, 10,000 rpm, SCA (front removable hard drive); K. One (1) Floppy disk drive; L. Two (2) Storecase DE100i U320 carrier and frame (Black); M. Linux Preload, Ve rsion 9.0 with Red Hat Boxed Set (with development tools); N. Black chassis color; O. 3.5 inches Height maximum; P. Width ? (Must fit in a standard 19 inches rack). CLIN 0001 will be for one (1) each computer. This unit will be tested to ensure that all requirements are met. Upon determination of satisfactory performance, an option (CLIN 0002) will be exercised to provide nineteen (19) additional computers. The computers provided under CLIN 0002 must meet all of the above specifications as well as have 24.5 inches depth maximum. The CLIN 0002 computers must be constructed with the same components (e.g. motherboard, memory, CPU?s, etc) unless otherwise specified in writing. The CLIN 0001 computer requires two (2) hard drives and the CLIN 0002 units do not. In particular, the 24.5 inches maximum depth requirement must be met for the CLIN 0002 units but is not a requireme nt for the CLIN 0001 unit. The CLIN 0001 unit must be delivered by two weeks after contract award. CLIN 0002 has the following delivery requirements: six (6) to be delivered eight (8) weeks after approval of the initial unit and thirteen (13) delivered twelve (12) weeks after approval of the initial unit. This acquisition will occur via a Firm Fixed-Price contract. All items shall be delivered and accepted FOB-Destination to the Combat Direction Systems Activity, Code F11, Activity, Dahlgren Div, NSWC, 1922 Regulus Avenue, Virginia Beach, VA 23461-2097 between the hours of 7:00 a.m. and 2:30 p.m. on weekdays. No deliveries will be accepted on Federal holidays. The solicitation number is N00178-04-R-1071 and is issued as a Request for Proposal (RFP). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2001-19 (7 January 2004), and DFARS Change Notice 20040113. The NAICS Code associated with this procurement is 334111 and the size standard relating to this NAICS Code is 1,000 employees. All offerors must include a completed copy of FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items, and DFAR 252-212-7000 Offeror Representations and Certifications with their quotes. The following FAR and DFARS provisions and clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1 Instructions to Offerors ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items, subparagraphs (a), (b)(1), (b)(7), (b)(13-19), (b)(24), (b)(29), (d), and (e) apply to this solicitation and are hereby incorporated by refere nce. Finally, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, subparagraphs (a), the following provisions of subparagraph (b) 252.225-7012, 252.227-7015, 252.227-7037, 252.243-7002, 252.247-7023, 252.247-7024, and (c), and DFARS 252.204-7004, Alternate A, and DFARS 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country also apply to this acquisition. This procurement is DO priority rated. All quotes shall include the following information to enable the Government to make its award determination: a technical description of the items being offered in sufficient detail to evaluate compliance with the specifications listed above. This may include product literature, data sheets, and/or other documents, if necessary. The Government will make an award resulting from this synopsis to the responsible offeror whose offer is determined to be most advantageous to the Government. Award decision shall be based on an offer that meets the above specifications; that can meet the Government?s required delivery date; and that have a reasonable overall evaluated price for each item. Although price will be evaluated, it will not be the determining factor in the Government?s award decision. Technical capabilities and delivery are significantly more important to the award decision. The closing date for receipt of quotes is 2:00 p.m. (Eastern time), 15 June 2004. The Nav al Surface Warfare Center, Dahlgren Division, has implemented Electronic Commerce (EC) in the acquisition area; therefore, the synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD Web site to ensure that they have downloaded all amendments.
