- The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Electric Lightwave LLC, 180 S. Clinton Ave, Rochester, NY 14604-1803. This purchase order is for the continued lease of a private line DS3 from 2600 N. Central Phoenix, AZ, handing off to Broadwing in the basement to Central Arizona Project (CAP) headquarters at 23636 N. 7th St., 1st Floor. A DS3 circuit requires fiber optic technology and only Electric Lightwave has an optical fiber route to where Reclamation's CAP headquarters are located. Although there are providers of communication services in the area, none have the optical infrastructure required to carry DS3 service. DS3 service is critical in order to provide video surveillance and other services that require large amounts of bandwidth to CAP control facilities. Because Electric Lightwave owns the fiber, it also owns the electronic facilities utilized to carry the DS3 service. It is considered to be in the best interest of the Government to continue the lease of this line. This procurement will be awarded using Simplified Acquisition procedures. The anticipated award date is June 15, 2004. All responsible sources may submit a quote which will be considered by the agency. Offers shall show contractor's capability to provide the required equipment and work. Quotes are to be submitted no later than June 14, 2004, 4:00 p.m., PST.
