Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Follow Work to A Contract 01-D-0202 Project Data a. Authorization. CENWD Design Directive No. 1, dated 16 July 2002 and HQ AFRC Design Instruction, dated 12 July 2002. b. Scope. Construct new facility with reinforced concrete footings, foundation, and floor slab; structural steel framing, precast concrete wall panels; metal roof decking, and preformed metal roofing panels, fascias and trim. The project will include bu ilding mechanical and electrical systems, communications/computer management system, site utilities, pavements, and site improvements. Demolition and removal of existing fire station is included. c. Drawing Title. Fire Crash Rescue Station, Bldg 180 d. Drawing File No. 312S/141-11-01 1. Description of Work and Services 2.1. Purpose: The purpose of this supplemental statement of work is to procure AE construction support services to augment the Government's construction management effort during the construction phase of the project described above. AE engineering support services will include: 2.2. General: This work consists of review of the construction contractor??????s submittals as required in the specs and contract documents associated with the construction of this project. It also involves responding to Requests for Information (RFI????? ?s) during the construction of this project, however RFI??????s determined to be within the scope of design support (i.e., clarifications of design intent, corrections of conflicting or omitted information) shall not be charged against this contract. 2.3. Construction Contractor Submittals: The Government shall receive all submittals required from the construction contractor. Submittals shall be forwarded as necessary through the Seattle District Office to the AE. The AE is responsible for reviewing the submittals they receive and providing a response on the form included with the submittal within 5 calendar days of the receipt of the submittal. This item will include up to total of up to 50 man-hours of professional effort. 2.4. Requests for Information (RFIs): The Government shall receive all RFIs from the construction contractor. When requested by the Government, the AE shall provide support to the construction effort by reviewing and responding to RFIs or approved change orders that may require designer effort. The AE is responsible for reviewing the RFIs or change orders received and providing a response within 2-5 calendar days of the receipt. This item will include up to 150 man-hours of professional effort. 2.5. Change Orders: The Government shall process all change orders. When requested by the Government, the AE shall provide support to the construction effort by reviewing approved change orders that may require designer effort. The AE is responsible for reviewing change orders received and providing a complete response within 5 calendar days of the receipt. If appropriate, an interim response within 5 calendar days can be provided if additional information is required. Requests for additional time to p rovide a complete response should include as much detail as can be developed based on the information initially provided. This item will include up to 50 man-hours of professional effort. 2.6. Shop Drawing Review: The Government shall receive all shop drawings from the construction contractor. When requested, the AE shall provide support to the construction effort by reviewing shop drawings. The AE is responsible for reviewing submitted drawings and providing a response within 5 calendar days of the receipt. This item will include up to 75 man-hours of professional effort. 2.6.1. RFI Negotiation Procedure: The District Support Coordinator (DSC) and AE Construction Support Lead (CSL) will negotiate the level of effort and deliverables for RFI responses. These negotiations should consume minimal time, be done in person or by telephone, and be viewed as routine. The DSC and CSL will each maintain a comprehensive RFI log (to be provided) that lists; initial responsibility, negotiated AE support hours (to nearest half hour), completion schedules, completion times, negotiated pro ducts, actual deliverables, and cumulative balance of RFI hours remaining in the contract. The DSC and AE CSL shall reconcile the log each month as a basis for payment. 2.7. Meeting Attendance (Seattle): The AE shall attend, if requested by the DSC, up to 2 project coordination meetings at the Seattle District Office. These meetings will last up to 2 hours and will be for face-to-face coordination review of submittals an d/or RFI??????s from the construction contractor. Meetings may also include conference calls and/or video teleconferences with site personnel. Minimal effective number of attendees from AE staff should attend, however assume two attendees for proposal. 2.8. Meeting Attendance (Portland): The AE shall attend, if requested by the DSC, 2 site visit at Portland ANG Base in Portland, Oregon. Meeting time on-site will last up to 4 hours and may include direct investigation of identified construction-related c oncerns that may require professional engineering or architectural support. Minimal effective number of attendees from AE staff should attend, however assume two attendees for proposal. 2. General Requirements 2.1. Personnel: 2.1.1. District Support Coordinator (DSC): The Seattle District Project Manager (PM) and the Contracting Officer??????s Representative (COR) are authorized to act as the DSC. 2.1.2. Architect-Engineer (AE) Construction Support Lead (CSL): The AE shall nominate (for Government approval) an engineer or architect to serve as the local AE construction support lead. The CSL shall have knowledge of the design, design criteria, and d esign development decisions. The CSL shall be accessible to the DSC throughout the project??????s construction phase. The CSL shall be the primary point of contact. The CSL shall have the authority to act for the AE in all matters related to construction support. 2.1.3. Government Approval of AE Support Team: The AE shall employ architects/engineers of record for each required construction support service. If it becomes necessary to provide substitute personnel, the qualifications of the substitute person shall b e submitted for Government approval prior to team substitutions taking effect. 2.1.4. AE Staff Support: The AE shall provide timely and consistent responses to RFIs and submittal reviews. Prompt resolution of construction issues will avoid costly construction impacts and/or delays. Failure to establish and maintain responsive comm unications with the construction management team and DSC, or to meet agreed RFI/RFS/submittal review deadlines would be grounds for service cancellation or change in AE personnel. 2.2. Submittal Format: As requested by the DSC, the AE shall provide, generate, and make available submittal reviews and RFI responses for use by the project team. 2.3. Quality Control: The AE is responsible for undertaking quality control procedures to include peer review and technical coordination of all answers provided by the architect and structural engineer. The professional quality and technical accuracy of drawings, design analyses, submittal reviews, RFI responses, and specifications are the responsibility of the AE. 2.4. Guidance: The AE is cautioned not to follow guidance during the course of work from any other source except the DSC. Any questions or concerns in this regard should be directed to the DSC. 2.5. Report of Contract Status: AE shall include a summary report of activit ies against this contract on at least a weekly basis unless requests covered by this contract occur less than weekly, in which case the summary report shall be included as part of the response for each request as it is processed. The summary report shall include an itemized and categorized list of requests, with categories assigned for Submittal Review, RFI, Change Order, or Shop Drawing Review. In addition, categorization of requests by Unforeseen/Changed Site Condition or Design During Construction shal l be noted. Requests considered Design Support are not to be charged against this contract but can be included in this report for completeness and clarity if noted as such. 2.6. Release of Information: Unless specifically approved by the DSC, the AE shall not release, present, clarify or discuss any drawing, specification, design analysis, budget, estimate, schedule or any other material or information of any nature pertainin g to the work performed under the terms of this contract. The provisions of this clause will apply to unnecessary contact with any outside individual or agency during design, solicitation and construction of this project. The AE contractor and all subcon tractors shall refer all questions and inquiries from outside sources to the DSC. The provisions of this clause are not intended to limit, restrict or inhibit normal contact necessary to fulfill the terms of this contract. 3. Schedule 3.1. Submittal / Meeting Schedule: The AE shall furnish sufficient technical, supervision and administrative personnel to ensure the execution of the work in accordance with the following schedule:
