Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number W912GY-04-A-0003 must be referenced in your response. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-22 & 23, Effective 05 May 2004. The Government intends to establish 1 Blanket Purchase Agreement (BPA) for this service which will be effective for the period of on or about 1 July 2004 through 30 June 2009. This synopsis/solicitation is for small business set-aside. The North American Industry Classification System code for this synopsis/solicitation is 811310 and the associated small business size standard is $6.0M. Sierra Army Depot has a requirement for Hydraulic Cylinder Repairs for Dolly Sets. The c ontractor shall provide all personnel, supplies, services, equipment, tools, facilities, supervision and transportation necessary to complete repairs/rebuild. The contractors proposal shall indicate a price range that represents the lowest price to the hi ghest price for repair costs. The contractor shall utilize selective exchange and good parts borrowed forward from those cylinders that cannot be repaired. The unserviceable parts are not to be returned to the government. Contractor shall furnish test r esults upon request. Quality Assurance inspections will be performed at Sierra Army Depot, however the government reserves the right to make a site inspection at the contractor facility. Item Name: Cylinder, Actuating, Linear, (NSN: 3040-01-268-3559). T he specifications are as follows: Body Material - Steel; Overall Length ?????? 22.00 inches nominal; Bore Diameter ?????? 3.250 inches nominal; Special Features ?????? Mounting holes both ends. Pressure port side mdt and bleed port top mtd. Pressure Lim its: Oper prsr 5,000 PSI, proof prsr 6,000 PSI, burst prsr 10,000 PSI. Use petro base hydraulic fluid. Temperature: Norm oper RG minus 65 deg F to plus 225 deg F. Thread locking compound on heads. Prime paint. The contractor shall ensure that all par ts are tested for suitability prior to returning them to Sierra Army Depot. The government will be responsible for delivery of the cylinders to the contractor in shipping crates and the contractor shall be responsible for return shipping in the same shipp ing crates to Sierra Army Depot, Herlong, California. No more than 8 cylinders would be shipped pre crate. All repairs and replacements completed by the contractor shall be free from defects and include a one-year warranty from the date of delivery. Cont ractor shall deliver completed cylinders within 4 weeks after receipt for each 8 cylinders. All services completed under the BPA shall be accompanied by sales slips that shall contain the following minimum information: Name of supplier, BPA number, date o f service request, call number, itemized list of services furnished, quantity, unit price, and extension of each service, date service was provided. The government estimates, but does not guarantee, that the volume of cylinders to be repaired/rebuilt will be 150. The Government is obligated only to the extent of authorized purchases actually made under the BPA. Individual purchases under this BPA are limited to $100,000.00 or less. A list of individuals authorized to purchase under this BPA, identified e ither by title of position or by name of individual, organizational component, and the dollar limitation per purchase for each position title or individual shall be furnished to the provider by the contracting officer.
