- Description
- The Army Contract Agency, White Sands Missile Range, Directorate of Contracting intends to solicit for a Joint Mobile Infrared Countermeasure (IRCM) Testing System (JMITS). The JMITS will be utilized by DoD to improve its testing capabilities of aircraft self-protection systems against IR missiles. These capabilities have failed to keep pace with the advanced technology incorporated into the IR warning and countermeasure sys tems in operational use. Due to these shortfalls, state-of-the-art missile attack warning and countermeasures equipment cannot be adequately tested when installed on the actual aircraft. Furthermore, the Services lack adequate resources for providing the proper training environment in this area. In addition to posing a threat to military aircraft, these IR missiles threaten civilian aircraft which have either inadequate or no IR warning or countermeasure systems at all. JMITS will be designed such that all current and projected IRCM systems can be tested. JMITS will resolve shortcomings of existing simulators as identified by a Tri-Service, DOT&E sponsored, E2E Test Working Group documented in the ??????Final Report For Installed End-To-End Testing of IRCM Systems?????? dated January 2004. The three most s ignificant shortcomings are: 1) Insufficient output power for testing fixed wing installations, 2) Inadequate characterization and assessment of the return jam beam for deriving system effectiveness, and 3) Lack of auto-tracking capability for remote opera tion. Major JMITS components include: 1) A high quality auto/manual tracking mount, 2) A missile simulator that transmits threat representative UV and IR missile signatures, 3) IR radiometers that characterize the return laser jam beams, 4) Static threat seeker suite in reactive configuration, 5) MANPAD acquisition system and visual cueing, 6) A UV/IR radiometric suite for system calibration and measurement of missile and false alarm source signatures, and 7) An atmospheric measurement suite for characterizing at mospheric conditions. Each JMITS will be a self-contained unit such that all equipment can be transportable and re-locatable to any test site. Under this effort, two (2) JMITS units will be built with appropriate spares purchased and operator/maintenance training provided. This action is being conducted as full and open competition. The NAICS code assigned is 541330 and has a dollar amount of 23 Million. The solicitation will be published on our webpage during the week of June 21st 2004 at http://www.wsmr.army.mil/docpag e/pages/sol_stat.htm. Contractors are encouraged to team-up with other contractors to include small businesses. The ultimate goal is to award a contract to support CCM in this R&D program. We anticipate the award to be made in October 2004.
