- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government anticipates awarding a firm-fixed price contract for a PROTESTANT RELIGIOUS EDUCATION COORDINATOR IAW STATEMENT OF WORK. 1. General. The services of a PROTESTANT RELIGIOUS EDUCATION COORDINATION(REC) CONTRACTOR fall under the Fort Stewart Installation Chaplain??????s Religious Support Program as defined in the Commander??????s Master Religious Program (CMRP). The mission of the Chaplain??????s Religious Support Program is to provide military religious support activities that meet the religious requirements of soldiers, families, and authorized civilians. Religious Support includes religious services(RSA 01); rites, sacram ents, and ordinances(RSA 02); pastoral care/counseling(RSA 03); religious education(RSA 04); family life ministry(RSA 05) and clinical pastoral education(RSA 06). The primary goal of the Chaplains?????? Religious Support Program is to insure the free exer cise of religious preference which is a statutory requirement under USC Title 10. The need for religious education(RSA 04) is outlined in AR 165-1. The goal of Religious Education is to provide basic religious understanding through Bible studies, doctrin al studies, and life application studies for children and adults within the community. The purpose of a PROTESTANT REC CONTRACTOR is to provide expertise in recruitment, training and coordination of volunteers, and to augment teaching and curriculum requ irements consistent with AR 165-1. As an independent nonpersonal services contractor, or as a(n) employee(s) of a vendor contracted to provide religious education services, the PROTESTANT REC CONTRACTOR is not a member of the Chaplain??????s Staff. 2. Scope of Work. The PROTESTANT REC CONTRACTOR is to provide religious education classes utilizing volunteers from the PROTESTANT Chapel services within the community. The PROTESTANT REC CONTRACTOR (hereafter referred to as the ??????contractor??????) will recruit volunteers to teach in weekly religious education classes, schedule teacher training events, coordinate weekly religious education classes and provide a summer Vacation Bible School. Performing promotional endeavors and, advertising campaigns , maintaining adequate records of functions, attendance, and materials needed, projecting the timely supply of educational material, and classroom supplies for religious education functions, coordinating teacher training classes and teacher appreciation ev ents, and answering community inquiries regarding the religious education program are all tasks of the contractor. 3. Location of classes/religious education events. Services rendered under this contract will provide for religious education in the English/ and or Spanish -speaking PROTESTANT Community at Fort Stewart/HAAF. The contractor will have access to the cha pel facilities, and any other facilities within each community as determined by the Community Commander which are suitable for conducting religious education classes/meetings/events. During normal duty hours these facilities will be unlocked. The contrac tor will be responsible for reserving space as needed with appropriate facility POCs in any facility used. Arrangements for facility use after normal duty hours or at times other than when weekly religious services are held will be the sole responsibility of the contractor. If facilities other than the chapel is required, the contractor will be responsible for making all arrangements in advance. 4. Hours. Generally, religious education classes shall normally be provided during the hours of 0900-1300, Sunday mornings and or on Weekday evenings. The contractor and the Chapel Center Chapl ain will coordinate requirements for religious education classes at other times. The service rate will remain the same. The contractor may be required to provide services on legal American holidays. 5. Tasks. Contractor shall plan, coordinate and conduct the following specific classes/events: a. Weekly Religious Education Classes (Protestant Sunday School) for children, youth, and adults as an adjunct to the weekly PROTESTANT worship service to educate individuals in the areas of Christian faith formation, teachings of the Christian Church, B iblical knowledge and church interpretation, and life application of principles found in Bible texts and Christian church teachings. Payment is based on the size of the Sunday School program on a per class basis, taught by volunteer teachers. Provide a summer Vacation Bible School, for a minimum of 120 children ages 3 ?????? 12, to be conducted over a 5 day period, consisting of at least 7, but not limited to 7, classes per day, with no more than 25 children in any one class with one volun teer and one volunteer assistant as teachers. c. Adult Religious Education Classes: Recruit teachers and students for Adult Religious Education classes on Sundays. Maximum of 4 adult classes per Sunday as illustrated in para 5a. d. Provide teacher appreciation events, with award certificates recognizing special efforts by teachers, longevity, or unusual talents. Two for this 12 month contract duration. e. Coordinate teacher-training events, at a minimum one event to take place two months prior to the conduct of Vacation Bible School and one during the 1st quarter of the Sunday School year, in addition to two annual team training events for the Adult Sunday School Teachers. A total of four for this 12 month contract duration. f. Seasonal Sunday celebrations: Recruit and prepare children for Seasonal Sunday Celebrations Centered around Advent/Christmas, Lent/Easter, and Pentecost. 6. Contractor shall accomplish the following in conjunction with the religious education classes/events, provision of a Vacation Bible School event, Sunday School Classes, teacher appreciation events, and teacher training events: a. Develop a recruitment plan for obtaining teachers for all classes/events. It is the contractor??????s responsibility to ensure that volunteers recruited for staffing the religious education program are fluent in English or Spanish for Spanish speaki ng students, capable of reading, writing, and speaking the English language, at an eighth grade level or higher and that the character of volunteers will be commensurate with their responsibilities to teach Christian religious ideals. Volunteers will be d ependable and willing to commit three hours of volunteer service weekly in addition to two hours each Sunday. b. Recruit volunteers and staff for all Religious Education classes and programs; two per class and one substitute (except where other staffing levels are specified in this contract), and maintain a current roster of volunteers. Recruit and train replac ements as necessary. Provide a copy of the roster to the Contract POC, and another to the PROTESTANT Chaplain within 30 days of award of contract, and provide updates as changes occur. Recruit and train volunteers for adjunct religious education programs such as Puppet Ministry, etc.. c. Mai ntain a volunteer utilization file to include volunteer??????s name, recruitment date, utilization, training, and hours volunteered. d. Document all volunteer positions associated with the PROTESTANT Religious Education Program. Ensure that the Fort Stewart Community Volunteer Input form and the DA Form 4712-R are filed with the Installation Volunteer Coordinator??????s (IVC) Office for each volunteer. Keep monthly records of hours volunteered for each volunteer. e. Maintain records of all religious education programs to include number of volunteers working and number of persons attending each event. f. Provide a quarterly report of names of volunteers in religious education programs and hours worked, submitted by the last Friday of each quarter. Provide a copy of the report to the Contract POC, another to the PROTESTANT Chaplain, one copy to the I VC, and maintain one in the file. g. Encourage and assist all volunteer teachers in committing three hours weekly to the preparation and teaching of classes. h. Conduct an annual needs assessment within the PROTESTANT worshipping community to determine specific type of religious instruction needed and desired. i. Provide copy-ready media package(s) for all religious education activities. Media will include radio and television, the post bulletin, bulletin boards, flyers, the community newspaper, and/or chapel bulletins. Coordinate media publication, and main tain a publicity file of submissions plus actual publications (clippings, tapes, etc.) which resulted. j. Provide the POC within 30 days after award of contract an activity plan and proposed schedule of religious education events/classes. k. Provide a list of religious education supplies and materials projected for use during the next quarter of the Sunday School year to be submitted NLT the last working day of first month of each Sunday School quarter. l. Provide a recommended list of PROTESTANT curriculum material as needed for the weekly religious education, and summer Vacation Bible School during the next Sunday School year to the POC NLT the first week in February. m. If it becomes necessary to cancel any religious education classes/events, it is the Contractor??????s responsibility to notify all participants and the POC at least one week prior to the religious education/event. n. Submit an After Action Report to POC within one week of completion of Vacation Bible School that includes a roster of students and teachers, with certificates of appreciation. o. The contractor shall meet with the PROTESTANT Chaplain POC once a week to discuss program statistics and progress. The meeting will not exceed one (1) hour. p. In accordance with AR 165-1 and directives from the FORSCOM Chaplain??????s Office, the Contractor shall be responsible for maintaining records and files incident to the services provided in this contract. Files must be maintained in a secured area ( office area that can be locked) and are the property of the U.S. government. q. Submit invoices for the previous month??????s work to the POC for verification NLT the 5th working day of month following delivery of classes. 7. Qualifications. ( 20% Education, 50% Experience, 30% Communication) a. A Bachelor??????s Degree with a major or minor in the area of Religious Education, or any educational field from an accredited university or two years of college and three years of work experience* (paid or volunteer) as a Bible School teacher, Sunda y School Superintendent, Director of Religious Education, Christian School teacher or related field or six years of work experience* (paid or volunteer) as a Bible School teacher, Sunday School Superintendent, Director of Religious Education, Christian Sch ool teacher or related field. Work experience in military chapel environments is desired. b. Contractor shall possess the ability to communicate effectively with chaplain, volunteer s, and government representatives in English orally and in written format, may sub-contract for Spanish Language assistance. (i.e. advertising and marketing, instructions, invoices, etc.). Effective interaction with individuals from different PROTESTANT religious groups is imperative. Ability to speak English clearly and with excellent comprehension is essential. c. Contractor shall have a working knowledge of military family life. Contractor shall have the skill to interview personnel to determine commitment and character conclusive to staffing a religious education program. Contractor shall have knowledge of resources to assist volunteers in learning and fulfilling their duties. 8. Standards of Conduct: a. Appearance and Conduct. At all times during the performance of this contract, the contractor shall present a neat and well-groomed appearance appropriate to the conditions under which the services are being conducted. Because this is a nonpersonal se rvice contract, contractor and contractor??????s employees will avoid representing or allowing themselves to be represented as chapel staff or government employees. In order to avoid the appearance that the contractor or contractor??????s employees are go vernment or chapel personnel, while providing services under this contract, contractor and/or contractor??????s employees will wear a nameplate or badge identifying their full name, and status as a ??????PROTESTANT Religious Education Contractor??????. b. Chaplains?????? Nonappropriated Funds. The Religious Education Program is a chaplain-sponsored/chapel supporting, integral part of the command religious program. AR 165-1 requires that all offerings, donations or other income received during command- sponsored worship, activities, and other events of the religious program or linked to chaplain-sponsored or chapel-related activities of the command must be received by, accounted for, and disbursed by the Consolidated Chaplains?????? Fund. Contractor wil l become familiar with the Chaplains?????? Fund Policies found in AR 165-1, Chapter 14 and will comply with all regulatory requirements and the Fort Stewart Consolidated Chaplains Fund SOP. Contractor will ensure that approval is obtained through the Chap laincy Resource Manager in advance of any fund-raising activities IAW AR 165-1 and AR 600-29. Fund raisers must support a specific Chaplaincy Support Activity in an approved CMRP. All monies received through fund raising activities must be received, acco unted for and disbursed by the Consolidated Chaplains?????? Fund. Monies received will be accepted, and recorded immediately on pre-numbered Offering Control Sheets (issued by the Chapel NCOICs), and turned over to the Chaplain Assistants for safeguarding , and deposit to the Fort Stewart Consolidated Chaplains?????? Fund (Community Sub-account) IAW AR-165-1 and the Fort Stewart Ministry Team SOP. Offering Control Sheets, require two signatures, one of which must be a disinterested party (i.e. not be the c ontractor, or chapel personnel). Obtaining the signature of the donor(s) on the offering control sheet is strongly encouraged. Monies collected may not be used for honorarium, fees, wages, salary or donation to the contractor. 9. Disclosure of Information. Strict confidentiality shall be maintained regarding personal information of all persons interviewed or participating in the religious education program. Personal notes, applications, and check lists shall be maintained in a restricted file and locked during those times when staff persons authorized access are not present. In the course of providing religious education classes/events, the contractor may come in contact with individuals seek the assistance of chaplains. The very fact that individuals are seeking assistance with family and or personnel issues is at a minimum sensitive information. Complete confidentiality is paramount. The sharing of information about individuals or fami lies seeking counseling assistance from chaplains with persons other than the POC for this contract or the chaplain involved is strictly prohibited. Disclosure of sensitive information regarding chaplain counseling appointments and individuals involved co uld result in immediate termination of the contract. 10. Support: a. Contractor shall be authorized, on a space available basis, use of government telephone (with commercial access) for local and long distance calls to maintain contact with volunteers in the program. No reimbursement for calls placed in the conduct of business is authorized. Contractor will comply with any call logging requirements. Contractor must understand that government telephones are subject to monitoring at all times. Use of government telephones and communication services constitutes consent to monitoring. b. A photocopy machine at the Chapel may be made available for use by the Contractor to fulfill contract requirements on a space available basis. Contractor will not copy material in violation of copyright restrictions. Contractor will log and report c opies made if required locally. c. Contractor may request audiovisual aids including blackboards, projection equipment, and video equipment through the Chaplain Resource Coordinator in each community for youth events/ classes/activities provided under the guidelines of this contract. Request for government provided audiovisual training aids must be submitted two weeks prior to the date for which they are needed. No reimbursement will be made for training aids purchased and used by the contractor. d. Contractor may use the chapel religious education library for resource materials currently on hand, together with such resource books, reference works and related items which are part of that library. Contractor may suggest the purchase of additional curriculum and resources for inclusion in the chapel library. Contractor??????s suggestions will create no obligation of the government to purchase or pay for additional curriculum and resources. e. The government will make available to the contractor materials such as craft supplies, paper, markers, flip charts, and pens, for religious education classes/events/activities provided under the guidelines of this contract. Contractor must request ma terials and supplies at not less than 30-days in advance of requirement if procured from local sources (not less than 60-days if they are to be ordered from non-local sources) f. The government may provide adequate non-dedicated desk work area on a space available basis for use by contractor to meet the requirements of this contract. g. The Contractor shall be responsible for safeguarding all government supplies and property. h. The government will provide the contractor file space required to maintain records and files incident to the services provided in this contract. Files are the property of the U.S. government. 11. Contractor Furnished Property: Contractor shall provide his/her own transportation and all necessary equipment to fulfill this contract except as stated elsewhere in this contract. 12. Physical Security: The Contractor shall establish and implement methods to ensure that physical security of all U.S. Government property and facilities under their control IAW facility, local, Post SOPs. Locking of external doors and windows is nece ssary when leaving the facility. Internal doors should be locked to protect Government property. Access to office areas, especially those with telephones and automation equipment should be closely monitored and limited. 13. Safety: The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage 14. Restrictions. Government property made available under this contract is only for use in the performance of services described in this contract. 15. Disclaimer: The government will not be responsible in any way for damage to the contractor??????s supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events. 16. Liability: For the purpose of this contract, the Contractor is considered an independent contractor and not as an agent of the U.S. Government. During performance, the Contractor shall be liable and will indemnify and hold harmless the Government, i ts agents and employees against all actions or claims for damages to persons or property, including death arising from fault, negligence, wrongful act, or wrongful omission of the Contractor, his agents, employees, or chapel volunteers utilized in the prov ision of services. The Government will not be responsible in any way for damage to the Contractor??????s supplies, materials, equipment, or personal belongings as a result of fire, theft, accident, natural disaster or other events. 17. Compensation: Upon satisfactory completion of services by the Contractor and presentation of invoice IAW terms of this contract, Contractor shall be paid monthly. Since this contract does not create an employer-employee relationship, there are no pro visions for lodging or employee benefits of medical care, retirement, or worker??????s compensation. The contractor is also responsible for his/her own tax liabilities. Payments made under this contract are not subject to Federal Income Tax withholding. 18. Subcontracting: a. Contractor may provide a qualified substitute for a period of time if approved by the Point of Contact (POC). However, in such case, the substitute shall have no claim whatsoever against the Government for services rendered and the price to be paid t he substitute shall be a matter entirely between the Contractor and the substitute. b. In the event the Contractor fails to provide a satisfactory substitute to perform at any time which the Contractor does not perform, the Contractor hereby authorizes the Contracting Officer to procure the services of a satisfactory substitute for the account of the Contractor and the amount paid or owed to the substitute by the Government for such services shall be deducted from any amount owed to the Contractor under this contract. This provision imposes no obligation on the Contracting Officer to ex ercise the foregoing authority and shall not be construed to diminish the rights of the Government under the clause entitled ??????Termination.?????? 19. Quality Assurance. The Chaplain Program Element Leader in each chapel/community will monitor the contractor??????s performance and will ensure that services are provided IAW terms of the contract and the invoices submitted for payment accurately refle ct the services actually provided. In this case the Senior PROTESTANT Priest is the Chaplain Program Element Leader. The Chaplain Program Element Leader in each chapel/community will verify monthly invoices to substantiate contractor??????s request for payment. 10. Criteria For Measuring The Effectiveness Of The Services. a. The Sunday PROTESTANT Religious Education program will be organized and conducted in a professional manner to create a Christian learning environment for the students and teachers. b. Supplies necessary for the above events will be available in a timely manner. Curriculum will be procured from approved resources. c. The Vacation Bible School program will be organized and conducted in a professional manner to create a Christian environment that will stimulate learning for both students and teachers. d. Publicity will be timely and accurate; at least 1 - 3 months prior to the event. e. All other activities will be performed in a timely and professional manner.
