Description
The Air Force intends to hold a pre-solicitation conference on 20-22 July for market research and pre-solicitation information purposes for a Rapid Attack Identification, Detection, and Reporting System (RAIDRS), Spiral 1. RAIDRS Spiral 1 capabilities for this contract include detecting, characterizing, locating, and reporting SATCOM RF interference (RFI). The goal of this announcement is to identify companies who are interested and capable to participate in RAIDRS development and to identify opportunities to review and comment on the government's requirements at the pre-solicitation conference. Statement of Capability: Interested parties who may be potential prime contractors are requested to submit a Statement of Capabilities (SOC) no later than 4:00 p.m. PDT, 24 Jun 2004 to the following address: SMC/SY, Attn: Capt Amy Esparza, 2420 Vela Way, Suite 1866, El Segundo, CA 90245 or amy.esparza1@losangeles.af.mil. Responses must be unclassified and not exceed 8 (not including cover page), one-sided, 8.5 X 11 inch pages (1 inch margins at top, bottom, and sides), with no smaller than 10-point Arial font. Any information beyond 8 pages will be truncated. Electronic submittals in MS Word format are acceptable, to the contracting officer's email noted at the end of this notice. The SOC should demonstrate experience and capabilities, or related experience and capabilities of the RAIDRS description above. Significant elements of RAIDRS are: (1) architect and system engineer a world-wide RF interference detection and external event reporting capability using CMMI level 3 (at least) rated critical processes. (Rating method must be Class A); (2)conduct testing and support government conducted testing; (3) develop training, Technical orders, and logistics support; (4) establish configuration control of all assets and sustaining engineering for fielded equipment; (5) Produce and deploy systems to multiple world-wide locations; (6) provide logistics supportability analysis and initial sustainment capability; (7) provide key program personnel that have current TS/SSBI; (8) demonstrate capability in information systems networking, interface control, C2, database management, and COTS integration. Respondents should indicate 1) business size 2) key teammates or subcontractors and 3) desire to participate in one on one feedback sessions at the Industry Days to provide requirements input. The SOC and all related communication that contain proprietary information shall be marked as such. Non-response does not prohibit participation in the upcoming pre-solicitation conference. Technical Documents: The Statement of Objective is an unclassified document immediately available via electronic transmission. The government will make available additional technical material upon request, including the Technical Requirements Document (TRD), Enabling Concept, and Statement of Objectives. Classified TRD and Enabling Concept CD's are available for pick-up or mailing between 17-30 June 2004. Any request after 30 June, COB will not be processed. a. Hand Carry Instructions?Contractors must present a courier authorization letter signed by the Facility Security Officer (FSO) at the time of receiving the classified package. Pre-solicitation Conference: The pre-solicitation conference on 20-22 July will be held at the DOD Secret level, providing government requirements overview with a breakout into interested party feedback sessions. AGENDA: 20 July: 0900-1200 RAIDRS Program/Requirements overview 1300-1630 Contractor Feedback sessions. 21-22 July: 0830-1630 Contractor Feedback sessions. Both segments of the industry day will be held at The Aerospace Corporation Building A-8, Lower Level Conf Rm 2320 East El Segundo Blvd, El Segundo, CA 90245-4691. This meeting will be conducted at the Secret level; therefore please fax DoD clearances to SMC/SY Security, Attn: Ms Berta Chavez at (310) 416-1746. Interested companies are limited to five (5) attendees total for all divisions and locations. Organizations wanting to bring more personnel can request this through the primary POC and will be handled on a case-by-case basis. The government intends to proceed with continued pre-solicitation activities with intent of a solicitation release in late October 2004 and potential contract award in late February 2005. Upon eventual solicitation release, a 30-day response time for proposal submittal is anticipated. The goal for this future solicitation will be a competitive award without discussions. To achieve this, the government is actively engaging the contractor community to ensure thorough understanding of the requirements and objectives. All interested parties are advised that RAIDRS will be subject to 252.211-7003 Item Identification and Valuation (JAN 2004). Small businesses with the capability to perform this requirement are encouraged to participate. The small business size standard is NAICS 541710. This announcement does not constitute a solicitation or commitment of future contract award.
