- Air Force Modeling and Simulation Training Toolkit (AFM&STT) Request For Information (RFI) The Net-Centric Warfare Integration Office at Electronic Systems Center (ESC/CX), Hanscom AFB, on behalf of the AFM&STT Program Office (ESC/CXTS) is requesting information from industry for business approaches to obtain market research data to assist in the development and support of AFM&STT. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication the US Air Force or ESC will contract for the items contained in the RFI. ESC will not pay respondents for information provided in response to this RFI. This RFI is intended to determine if there is an interest by your corporation to perform AFM&STT development, enhancement, maintenance, integration, test, federation, training, and exercise support. AFM&STT consists of a suite of modeling and simulation (M&S) tools that deliver a highly advanced training and experimentation environment for air operations. AFM&STT and its components comprise a theater-level wargaming model used in Air Force and Joint training events, Simulation Based Acquisitions, and C2 Enterprise Integration Facility initiatives. Specifically, the suite of tools primarily consists of the following: AWSIM2 - Air Warfare Simulation v2 (AWSIM2) is an interactive time-stepped or discrete simulation of a theater air warfare environment. ATI - AWSIM2-to-Theater Battle Management Core System (TBMCS)- Interface (ATI) plans, parses and injects Air Tasking Orders (ATOs) from the TBMCS into AWSIM. LOGSIM - Logistics Simulation (LOGSIM) is a computer model that enhances logistics training in computer-assisted exercises. Additional information on AFM&STT can be obtained from a contractor oriented non-classified AFM&STT web site. To gain access to this site, please submit an email request stating your point of contact's (POC) name, contact information, your company name, and the reason for the need to: wes.bowlby@hanscom.af.mil and miguel.isasmendi@hanscom.af.mil with "AFM&STT RFI Web Access Request" in the subject line. The broad scope of work will include; maintenance and enhancements, event/exercise operations support, and AF/DOD systems engineering and integration. AFM&STT is an essential training tool used widely by the Air Force, Joint Forces, as well as other high level national and foreign organizations. Event and exercise support will be necessary for approximately 20 events annually held in various locals around the world to include: Germany, Japan, Korea, and many locations within the continental United States. The Net-Centric Warfare Integration Office requests industry comments/opinions concerning the following: 1. Your corporate ability to lead the development of AFM&STT to satisfy the system requirements. Your ability to both maintain and to quickly develop new capabilities for a suite of software tools, in support of evolving AFM&STT needs. Your corporate ability to integrate a suite of tools and to demonstrate that they meet the system requirements. 2. Your corporate ability to provide support at various sites as required. Your experience providing technical expertise to support multiple international events/exercises annually, both domestically and abroad. 3. Your knowledge and expertise in the areas of M&S standards including HLA, DIS, and ALSP. 4. Your ability to provide the required expertise at contract award with no impact to AFM&STT's involvement at exercises and events. Please provide a synopsis, no more than 3 pages, 12-point, Times New Roman font, minimum one-inch margins, in Microsoft(r) Word format. Please identify yourself as either a Large Business (LB), Small Business (SB), Small Disadvantaged business (SDB), or Woman-Owned Business (WO). Address your ability to meet capabilities 1 - 4 above, and provide a brief history highlighting past experience on similar government contracts. In addition to the three-page synopsis, a cover page or cover letter may be included. Responses to this RFI must be received by close of business (COB) 18 Jun 04. Responders should indicate which portions of their response are proprietary and should mark them accordingly.
