The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: September 2004 - September 2005 7. PLACE OF PERFORMANCE: Panama City, Panama 8. JOB DESCRIPTION: See below A. General Statement of the Purpose of this Contract and Responsibilities of the Contractor The Department of State, Bureau of International Narcotics and Law Enforcement Affairs, funds programs to enhance the professionalism of Panama Public Force (PPF) elements engaged in maritime and land based counter narcotics operations. In response to a specific request from Panama?s Ministry of Government and Justice, the U.S. Embassy intends to contract for the services of a counter narcotics advisor to manage a program of assistance to the PPF. While the advisor will have oversight of projects throughout Panama, special emphasis will be placed on border security. Statement of Duties As Counter Narcotics Advisor, the contractor will have the following responsibilities: A. Oversee the expenditure of NAS funds intended to support the long-term sustainability of counter narcotics programs with Panama?s Public Force, through the Ministry of Government and Justice. B. The incumbent will coordinate assistance related to acquisition and repair of equipment, including the ordering of spare parts and supplies as well as any INL funded contract work. The incumbent will oversee assistance for infrastructure development as required. C. The incumbent will visit PPF installations on a regular basis to provide technical assistance and recommendations to ensure upkeep and maintenance of NAS financed commodities. The incumbent will be responsible for conducting material inspections with GOP counterparts to ensure the implementation and execution of a full preventative maintenance and logistics program. D. The incumbent will coordinate with NAS Program Assistant to maintain End Use Monitoring data for programs funded through the Ministry of Government and Justice. Incumbent will be responsible for developing and monitoring performance measurement standards for these programs. E. The incumbent will work with host nation and USG agencies to assess current PPF capabilities and determine future training needs. The incumbent will facilitate NAS funded visits of civilian and military mobile training teams, who will provide specialized training as needed. The incumbent will also recommend host nation participants for U.S. sponsored training. F. The incumbent will assist in project budget preparation and program planning. G. The incumbent will act as overall advisor for NAS border security activities and coordinate with other USG agencies as needed. Minimum Qualifications A. United States Citizen, eligible for a State Department Security Clearance B. High school diploma or equivalent and relevant technical training C. At least 10 years work experience in international law enforcement programs, of which at least 5 years should be in the maritime law enforcement arena. D. Background in logistics, specifically related to support for police and maritime programs E. Communication and liaison skills appropriate for work with a wide variety of governmental, public and private sector representatives in a multi-cultural environment. F. Knowledge of State Department?s Bureau of International Narcotics and Law Enforcement Affairs? programs and policies G. Prepared and physically qualified to live in Panama City, Panama and to travel throughout the country. H. Professional fluency in Spanish. IV Evaluation Criteria Offeror?s relevant experience in counter narcotics program management, in particular experience with the challenges of implementing a multi-sectoral assistance program in a foreign environment. (25 points) Offeror?s knowledge of INL policies, concepts, practices and principles that would allow him/her to analyze and develop recommendations for program implementation and achievement of the objectives of the USG. (25 points) Offeror?s ability and experience working with U.S. and foreign counter narcotics law enforcement agencies. (25 points) Applicant?s demonstrated ability to perform under the contract. In conducting the evaluation the Government reserves the right to utilize all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from other sources (25 points) B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
