Description
The National Institute Neurological Disorders and Stroke (NINDS), Division of Intramural Research (DIR) proposes to acquire the services of Ms. Carol L. Smith, North Potomac, Maryland, to serve as a consultant. Under the proposed consulting agreement, Ms. Smith will perform the following tasks which are representative of the anticipated assignments but are not the complete list which is not currently available: 1) Train new Chief AO in all areas of administration within the NINDS; 2) The Contractor shall provide expertise in several major projects. Title 42 Spring Increases, Quadrennial Increases and Bonuses; 3) The Contractor shall carefully review and provide recommendations to the IC Director on the staffing and workload of the Administrative Offices within the NINDS in order to streamline both the processes and the workload; 4) The Contractor shall provide all labor and expertise to the transition team for the upcoming move. The workings of the NINDS AO office are complex and varied and require a thorough understanding of the organization as well as the requirements set down by DDIR. Several of these projects were initiated several months ago and now need to be completed. Ms. Smith has served at the Chief Administrative Officer for the Division of Intramural Research since 1995. She has been a member of the NINDS, DIR Administrative office since 1987. She has an historical knowledge of the institute and most of its employees. Many of the current processes were initiated and implemented by Ms. Smith. Ms. Smith is uniquely qualified because of her intimate knowledge of both the institute and the administrative processes used in the institute. As outlined above, Ms. Smith has specialized expertise of NINDS/DIR that is not available elsewhere. This service is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, they may submit a capability statement which must demonstrate a thorough knowledge and experience with NINDS/DIR and demonstrate an indepth knowledge of the history and the operations NINDS/DIR. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NINDS researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on June 15, 2004. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
