Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written quotations are being requested and a written solicitation will not be issued. Solicitation number 4RJJR088 is issued as a Request for Quote (RFQ) through Federal Acquisition Circular 01-23. The NAICS code is 541330 and the size standard is $4.0M. The U.S. Secret Service (USSS) has a requirement for a contractor to provide inspection of the Baughman Judgmental Range Bridge located at the James J. Rowley Training Center, Laurel, MD. OBJECTIVE: The vehicular bridge is approximately thirty years old. The bridge is used frequently and requires a thorough inspection performed by a certified engineering firm. The contractor shall provide the following required services: 1) Inspect the Bridge in compliance with all applicable state highway codes; 2) Record all deficiencies; 3) Record any recommendations; the recommendations shall comply with all applicable state highway codes; and, 4) Provide a full written report of the inspection, deficiencies, and recommendations. DELIVERABLES: Upon award of this order the contractor shall provide a deliverables schedule outlining all deliverables of the job requirements. This schedule must be pre-approved by the Contracting Officer?s Technical Representative (COTR) prior to the commencement of the project. DELIVERIES: All project deliveries are the contractor?s responsibility. The contractor shall coordinate the deliveries with the COTR prior to the delivery, specifying the date and time of arrivals and departures. The contractor shall be responsible for off and on loading equipment and materials. The contractor is responsible for removing all trash and debris and hauling to the appropriate dumpster or designated trash site. The contractor?s work area shall be broom swept and free of all trash and debris before the job is considered complete. SPECIAL PROVISIONS: Contractor personnel proposed to work under this contract shall be U.S. citizens. All contractor personnel proposed to work under this contract shall successfully pass USSS background investigations prior to being admitted to the James J. Rowley Training Center. The Contractor shall submit SSF 3237?s, U.S. Secret Service Contractor Personnel Access Form(s), for all proposed personnel after contract award. Within five (5) days of contract award, the contractor shall submit the completed contractor personnel access forms to the Contracting Officer?s Technical Representative. The Government will conduct a site visit on Monday, June 14, 2004, 10:00 a.m., at the James J. Rowley Training Center, 9200 Powder Mill Road, Laurel, MD 20708. Contractors shall request SSF 3237, Contractor Personnel Access Form, via email from Lachon.Langham@usss.dhs.gov. There is a limit of two representatives per company. Access will not be allowed without a completed and approved form. Completed SSF 3237?s are to be faxed to Ursula Tolliver, 240-624-3022 by 10:00 a.m., on Friday, June 11, 2004. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation ? Commercial Items; 52.212-2 Paragraph (a) insert: ?The Government intends to award a Firm Fixed Price purchase order to the responsible offeror, whose proposal conforms to the solicitation as provided herein and represents the best value to the USSS with past performance and price considered. For evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar services within the last two (2) years. Each reference must include customer?s name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable or unacceptable?. 52.212-3, Offeror Representations and Certification-Commercial Items; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. The following clauses cited in 52.212-5 are applicable: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.236-2, Differing Site Conditions; 52.236-3, Site Investigation and Conditions Affecting the Work; 52.236-4, Physical Data; 52.236-5, Material and Workmanship; 52.236-12, Cleaning Up; 52.236-27, Site Visit; and, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
