- SOURCES SOUGHT/FOR PLANNING PURPOSES ONLY: For more than a century and a half, the Armed Forces Retirement Home (AFRH) has been providing retired soldiers a place to call home. Our mission is to meet the needs of the Nation's veterans today and in the future, while providing outstanding services and exceptional care to our veterans in the most effective and efficient manner possible. AFRH consists of two campuses located in Washington, DC and Gulfport, MS. The AFRH facilities have the capacity to serve three quality of life resident living categories; independent living, assisted living and long term care. The current goals and objectives of the AFRH Technology Direction is to create an ?AFRH Environment? which drastically improves health and financial outcomes by providing better information at lower cost and with greater simplicity, accuracy and availability. The goal is to achieve a Resident Information System (RIS) that provides enhanced caregiver productivity, business office efficiency and enterprise decision-making. An immediate Business Opportunity exists for the Armed Forces Retirement Home to improve health and financial outcomes and implement best practices in Independent Living, Assisted Living and Long Term Care. This opportunity stems from key business needs that offer significant improvement from the disparate set of functions and applications that make up the existing resident information systems. The following key business objectives exist: 3.1 Simplify the process of gathering, analyzing, reporting, maintaining and securing Resident Information - Utilize a third party application - Provide a single common interface - Establish single set of procedures - Web based access to the application - Allow ease of expansion - Provide a secure environment 3.2 Complete integration of clinical and financial resident information eliminating duplication - Combine the multiple Resident Information datasets into a single data repository - Eliminate current multi-site systems in use in Gulfport and in DC - Centralize the data - Carry-over existing Resident Information - Eliminate redundant data entry - Improve data accuracy - Immediate availability of data - Real-time corporate and site reporting 3.3 Improve company focus. Focus on care delivery - not technology - Strategically source the software technology and support services for the application - Allow remote hosting of application - Provided anywhere, anytime access to data - Enhanced collaboration capability with external agencies such as lab, pharmacy & physicians - Provide simple, comprehensive, accurate and actionable information to all caregivers and allow caregivers to make more informed decisions about resident care, maximize time spent on direct care activities and ultimately improve outcomes - Leverage current technology that exists in the marketplace (ie the internet, data security?) - Ability to quickly adapt to technology changes 3.4 Reduce the overall cost as well as in-house support services via vendor solutions - Eliminate the expense of having to buy, install, upgrade and maintain new server hardware & software - Minimize up front cost - No long term contract - Reduce total cost of ownership - Provide a predictable cost of technology going forward (i.e. yearly usage license or fee including support and maintenance) 3.5 Smooth phased-in transition plan - Short implementation phase - Easy import and conversion of all existing RIS data from the multiple data sources - User-friendly interface and intuitive data and screen progressions - Existing vendor training methodologies. REQUEST FOR INFORMATION FROM VENDOR: The AFRH IT technical staff has generated a 25 page questionnaire to assist in the requirement analysis of functional objectives and is requesting that all interested vendors, obtain a copy from Mr. Stanley Whitehead, AFRH-W, Washington DC via email at Stanley.Whitehead@afrh.gov and return it to the same email address. The deadline for submission of questionnaires is June 24, 2004. The Government is also requesting demonstrations of your application. Please schedule your demonstrations through Mr. Whitehead at Stanley.Whitehead@afrh.gov. The deadline for demonstration presentation is July 9, 2004.
