- Description
- 1. Position Title: Natural Resources Program Manager. 2. Market Value: GS-13 Equivalent ($61,251- 79,629). Final compensation will be based upon the candidate past salary history and work experience. 3.Place of Performance: USAID/Uganda, Kampala. 4. Period of Performance: An initial two year contract, and dependent upon needs, satisfactory performance and availability of fund, another two optional year extension. 5. Education: Master’s degree is required, with PhD preferred, in an environmentally related field e.g. ecology, forestry, agronomy, biology, range science; with specialization in support field, e.g. conservation management, environmental economics, environmental planning, remote sensing of natural resources. BS will be considered if the candidate has extensive of environmental experience and qualifications. 6. Work Experience: A minimum of six years of progressively more responsible experience in international natural resources management activities, with African experience highly desirable. Experience working on a long term basis in a developing country. Experience with programming and procedures and substantive experience directly managing a donor funded development program is preferred. Demonstrated experience in the conceptualization and design of innovative natural resources management activities with a broad vision of development problems and strategies. 7. Other attributes: Strong writing and oral communication skills. Strong analytical and technical skills, with the ability to obtain and analyze a variety of economic, cultural and environment data. Demonstrated experience in directly managing and achieving results in natural resources management programs in the developing world. Evidence of ability to work with decision makers at all levels of program development, including government officials, NGOs, business leaders, donor representatives, community leaders and project implementers. Demonstrated ability to consistently perform in a complex institutional and multi cultural environment. Past performance on contracts with similar terms of reference. Computer literate in word processing and document information technology consistent with the need to independently prepare reports and documentation with minimal office administrative support. Introduction: The SO7 Natural Resources Management Specialist is USAID Uganda’s principal advisor and program management officer on matters pertaining to the environment and natural resources, and provides leadership and management to specific components of the SO7 Integrate Results Framework. The position requires broad managerial expertise and experience relating to environment and natural resources management, agricultural productivity, private sector development and policy. In discharging this responsibility, this individual will assure the effective and efficient management of SO7 resources, provide leadership to NRM programs, report on accomplishments, and ensure maximum collaboration between the Government of Uganda, international donors, and other USAID funded partners working in environment and natural resources initiatives. This individual reports directly to the SO7 Direct Hire Team Leader. Broadly, and under the general direction of the SO7 Team Leader, the Natural Resources Management Specialist shall: 1. Provide leadership within the SO7 team for the design and management (planning, achieving and monitoring for results) of SO7’s E/NRM programs. 2. Provide supervision and mentoring to FSN staff within the E/NR unit of SO7. 3. Ensure collaboration, participation, and agreement among development partners in the design, implementation, and monitoring of USAID-funded E/NRM related activities. 4. Supervise and monitor E/NRM program activities to ensure their effective implementation and that they achieve results consistent with the SO7 Results Framework. 5. Provide technical guidance and information to the Mission, GOU officials, other SO7 activity managers, and other partners as it relates to E/NRM development issues and constraints. 6. Participate and collaborate actively with appropriate GOU and private sector institutions and organizations, other donors, and Mission implementing partners to ensure the compatibility of USAID programming with the overall development context in Uganda. 7. Develop working relationships with appropriate donor, private sector, NGO and GOU entities in order to ensure effective coordination and implementation of Mission E/NRM program activities. Represent SO7 in designated donor coordination meetings, and in advisory, technical, or steering committee meetings dealing with E/NRM activities. 8. Serve as the Mission Environment Officer, ensuring that all USAID program activities conform to USAID environmental regulations and requirements. Prepare or oversee the preparation of IEEs for specific activities and appropriate environmental analyses for the SO7 Framework. In this, he or she will work closely with the Regional Environmental Officer, who is based in REDSO. 9. Prepare USAID documentation; SOILs, MAARDs, Strategic Objective Grant Agreement amendments, etc., and correspondence in relation to SO7 program activities and related matters, as may be required. Prepare the E/NRM input into the Mission’s Annual Report, including reporting on results achieved and resources required and documenting key success stories. Prepare issues papers, background memoranda, presentation documents, program documentation, and special studies, as needed. 10. Develop an appropriate system for monitoring programs and activities for the purpose of reporting on results and impact, and for initiating programmatic adjustments when necessary. Develop and maintain systems to collect and utilize data and results within the framework on the SO7 Performance Monitoring Plan and to ensure effective use of E/NRM program funds. 11. Participate as a full SO7 team member, encouraging team work, facilitating the exchange of information, and promoting effective management of integrated program activities within SO7 and other Mission SO Teams. 12. Provide recommendations to the SO7 Team Leader on issues, implementation problems, funding limitations, donor and government constraints and or other constraints that may affect implementation of the SO7 program. 13. Maintain liaison with USAID EGAT and Africa Bureau Offices on technical, policy, and programmatic issues as concerns the SO7 program and issues related to E/NRM. Develop and maintain working relationships with relevant staff in USAID REDSO and maintain knowledge of regional environmental issues and programs that are relevant to Uganda. Develop and maintain strong working relationships with appropriate Embassy staff and other U.S. Government agencies operating in Uganda and ensure effective coordination is maintained. 14. Maintain up-to-date knowledge and information on all issues that relate to effective implementation of the E/NRM component of the SO7 Results Framework; its goal, purpose and objective; its design and relationship to other initiatives in Uganda; its geographic target areas; its participating partners; and its operating procedures and methodologies.
