Small Business Set-Aside: Total Small Business
Description: The Army Contracting Agency, Capital District Contracting Center (CDCC), Ft Belvoir, Virginia, is procuring Full Food Services (FFS) and Dining Facility Attendant Services to be performed at the Dining Facilities (Buildings 8545 and 8610), located at Fort George G. Meade, Maryland. This procurement is 100% Set-Aside for Small Business with provisions that are in accordance with the State Licensing Agency for the Randolph-Sheppard Act of 1936, 20 USC 107, under the Maryland State Department of Educati on. The Government contemplates an award; this effort will be awarded as a Firm-Fixed Price contract for a 12-month period, with a performance start date of 1 October 2004. Fort Meade's mission is to provide a wide range of support to more than 78 partne r organizations from all four services and to several federal agencies. Major partner units include the National Security Agency (NSA), the Defense Information School, the Defense Courier Service, the US Army Field Band, the US Army Intelligence and Secur ity Command, the Naval Security Group Activity, the 70th Intelligence Wing (US Air Force) and the 902nd Military Intelligence Group. Fort Meade is located in Anne Arundel County Maryland, four miles east of Interstate Route 95 and one-half mile east of th e Baltimore-Washington Parkway (Maryland Route 295). Services shall be rendered FOB Destination to Fort Meade, MD. The contractor shall provide all personnel and resources, except for government furnished property, necessary to manage and operate the din ing facilities. The contractor shall provide sufficient qualified and trained personnel to perform the work and shall perform all management, supervision, administration, training, and operational functions. Contractor tasks shall include, but are not li mited to, dining facility management; cooking, and food preparation; stocking, serving and replenishing; cleaning facilities, equipment and utensils; preparing vegetables and fruit; performing casher services, and maintaining quality control. The contract or is required to service breakfast, lunch, and dinner, seven (7) days a week. The contract shall be priced on the approximation of the average number of meals served per day. Historical information concerning the number and types of meals served will be made available in the Request for Proposal (RFP). The solicitation will be issued in accordance with FAR Part 12, Acquisition of Commercial Items, and in conjunction with the policies and procedures for evaluation and award prescribed in FAR Part 15, Con tracting by Negotiation. Funds are not currently available for this acquisition; therefore, the solicitation will be issued in accordance with FAR clause 52.232-18, Availability of Funds. The Federal Supply Code (FSC) is S203 - Food Services, and the Nor th American Industry Classification System (NAICS) code for this acquisition is 722310 -- Food Service Contractors, with a corresponding size standard of $17.5 million. Once available, this solicitation must be downloaded from www.eps.gov as no paper copi es will be issued/distributed.
