- Description
- Indefinite Delivery, Indefinite Quantity Architect-Engineer (A-E) services for Cannon Air Force Base, New Mexico for a 12-month period from date of award with an option to renew the contract for an additional 12 month period. These services include Title I A-E services for selected architectural projects located at Cannon AFB. Services may also include Title II services, land surveying, soils testing, or drafting services at the option of the Government. Projects may include new construction, additions, alterations, maintenance and repair or combinations thereof. DOD's policy for selection of A-E firms is not based on competitive bidding procedures, but rather upon the professional qualifications of the firm as indicated by selected evaluation criteria. Selection for up to two (2) contracts will be based on the following evaluation factors, to be considered in decending order of importance: a) Experience on projects defined as Title I/II services generally described above; b) Technical qualifications of staff and particularly of the design team; c) Location of firm in relation to Cannon AFB - only firms, including all subcontractors, within a 400-mile radius will be considered; d) Ability to produce a well-coordinated design and complete accurate plans and specifications. Only firms with multi-discipline staff including, as a minimum two of the following: architect, civil, structural, mechanical, or electrical engineering disciplines will be considered; e) Ability to start work and complete design within a tight schedule; f) Ability to design within budget; g) Knowledge of DOD and USAF criteria; h) Present workload of firm; i) Total dollar volume of recent DOD contract awards. Two firm fixed-price, indefinite quantity contracts will be awarded, not to exceed $400,000.00, with a guaranteed minimum of $5,000.00 in fees per contract, per performance period. Individual delivery orders may not exceed $99,000.00 each. Firms desiring consideration shall submit current SF 254 and SF 255, Architect-Engineer and Related Services Questionnaire, to include information on firm principals as well as on proposed subcontractors. Participation by minority and woman-owned business enterprises is encouraged. Only firms submitting new forms SF 254 and SF 255 will be considered. Forms should be submitted to the 27th Contracting Squadron/BFLT, Attn: Mr. Bill Shockley, 511 North Torch Boulevard, Cannon AFB, NM 88103-5109, and be received not later than close of business (1600 hrs local), 7 July 2004. Forms SF 254 and SF 255 received at Cannon AFB after this date and time will not be considered. Firms desiring consideration shall submit appropriate data as described in Numbered Note 24. Up to two (2) firms will be selected and up to two (2) contracts will be awarded as a result of this advertisement. All responsible sources may submit their qualifications, which shall be considered. This is not a Request for Proposal (RFP).
