Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army Tank Automotive and Armaments Command located in Rock Island Illinois intends to enter into a sole source contract under Simplified Acquisition Procedures with Networks Only, 3131 22nd Avenue, Rock island, Il. 61201 for technical sup port services for the AMSAA-RI PC LAN. Services will be in accordance with the Statement of Work which follows. Interested firms able to meet these requirements are invited to submit response within 7 working days after appearance of this notice but only in writing with clear and convincing documentation to TACOM-RI, 1 Rock Island Arsenal, ATTN: AMSTA-AQ-ARI/Matthew Lutes; Rock Island, IL 61299-6000 or by email to Matthew Lutes at: lutesm@ria.army.mil. Responses must include at a minimum how the cont ractor proposes to meet the requirements set forth herein. Written response must technical information sufficient to enable the Government to determine if a vendor can meet the Government's needs. No contract award will be made on the basis of offers/pro posals received in response to this notice. If no affirmative responses are received clearly demonstrating a vendor's ability to meet the Government's need within 7 working days after publication of this notice a sole source purchase order shall be issu ed to Networks Only. All contractors who provide goods and services to the Department of Defense (DOD) must be registered in the Central Contractor Register (CCR) in order to be awarded DOD contracts. The Internet site for registering in the CCR is: htt p://www.ccr.com NOVELL LOCAL AREA NETWORK SUPPORT AND ASSISTANCE - STATEMENT OF WORK This task involves on-call and scheduled on-site support for the AMSAA-RI LAN, file servers, web servers, desktop computers, and printers for the period set forth below: Period of 1 Jun 2004 to 2 Jun 2005 0001 Services 1 Scope: Provide technical support for all personnel, components, software, and systems of AMSAA-RI's PC LAN which includes the following: Servers: – IBHUB Application - Windows 2003 Server – IBHUB Developmental - Windows 2000 Server – IBHUB Backup - Windows 2000 Server – VEMS Application, Windows NT – USAIEA2 - Novell Netware – USAIEA3 - Novell Netware – FTP - Windows NT – Primary Domain Controller (PDC) - Windows NT – IEA Web – AMSAA CD Software: – Novell Netware v5.0 – Windows server and workstation operating systems (2000, XP, 2003, and NT) – MS Office (2000 and XP) – Oracle 9i Database and Oracle 9i Application Server – ArcServe/BrightStor (data back-up and restoration), v11.0 – CAC card – Defense Travel System – PKI certificate installation – Symantec - Norton AntiVirus Other Hardware: Personal Computers/Laptops Networking equipment and protocols, (interface cards, printer servers, hubs, TCP/IP, etc.) Tape backup systems Printers (HP Laserjet 5, HP Laserjet 4050, HP Color Laser 4500, HP Color Laser 4550) Systems: – U.S. Army Industrial Base Hub – U.S. Army Industrial Base Decision Support System – U.S. Army Value Engineering Management System Video Equipment: PolyCom System Work Stations/Laptops: 33 Printers: 11 Users: 27 Support will resolve problems with servers, printers, and PC's and will provide maintenance on same systems to preclude problems. This will average approximately 3-4 resolutions per day. Services also include technical consulting services of five AMSAA-R I automation personnel on a daily basis in the PC support and server administration areas. Support personnel will typically be on-si te twice a week for four-hour blocks of time or a minimum average of 8 hours per week and on-call as needed. The IBHub, VEMS, and IBDSS systems must be fully functional 24 hours a day, 7 days a week. The Novell file servers must be fully functional from 6:00 a.m. to 6:00 p.m. daily. Contractor must possess the following required Industry Standards certifications: – Novell Engineer – Master Novell Engineer – Instructor – Technical Trainer – System Administrator/ Network Manager Security Course conducted at Ft. McCoy, WI Anticipated requirements/efforts: – Transition NT and Novell services to Microsoft Windows 2003 Server Active Directory – Implementation of new Army mandated security configurations – Upgrade Microsoft Windows 2000 desktops/laptops to Microsoft Windows XP operating system – Installation of Hewlett Packard tape drives, BrightStor software, and Oracle Agents – Act as technical advisor for implementation of Oracle 9ias and secure configuration with upgraded operating systems – Transition of VEMS server to new hardware. Include installation and configuration of Windows 2003 Server, Apache web server, Oracle Enterprise database, and Cold Fusion server. – Transition/migration of Novell File servers to Rock Island Arsenal Windows 2003 Server. Include setup and configuration of the new AMSAA organization unit, user groups; file structures, personal computers, printers, and user rights to files and dir ectories. Response Time: Two hours for emergency calls; eight hours for non-emergency calls. Emergencies are defined as situations where server function or print capability is significantly impaired that automation systems are not usable by multiple AMSAA-RI personnel and multiple users from off-site locations accessing our Activity web systems. Billing Terms: 12 monthly payments: Invoices will be submitted once a month. Location of Equipment: Building 60, 2nd floor, SE wing, AMSAA, Rock Island Arsenal, Rock Island, IL.
