Description
The use of credit scoring by commercial banks has become more prevalent during the past several years. However, there is concern that the use of credit scoring by commercial banks will exclude small businesses, especially, small businesses in central cities, rural areas, and less advantaged groups from the bank loan market. Looking at both sides of this issue, many argue that basing loan acceptance primarily on quantitative financial information is too impersonal. By not allowing for bankers to develop a relationship with potential small business owners through personal interaction, this approach could adversely affect the flow of capital to less advantaged groups. However, those who support the use of credit scoring argue that by looking primarily at financial variables, there should be less discrimination based on the “perception” and “subjective attitudes” of the loan officers. As such, those with the same financials should warrant the same treatment in terms of loan acceptance. Moreover, by reducing the costs of credit review, thus reducing overall administrative costs of small business lending, more loans will be made. The duration of this project will be 12 months from the date of award. The Solicitation document will be posted 6/8/2004. No other documents will be issued. THIS IS A 100% SMALL BUSINESS SET A-SIDE.
