Description
This is a Pre-Solicitation Notice. There is no solicitation available at this time. The Defense Threat Reduction Agency (DTRA) plans to release a Broad Agency Announcement (BAA) on or about 11 June 2004. Research and Development is being sought in the area of Chemical and Biological Agent Destruction Technologies. Multiple awards are anticipated. The objective is to research and develop methods of rapid destruction for chemical and biological materials. For biological materials, methods are being sought that either neutralize microorganisms (including viruses, bacteria, toxins, fungi and dormant forms of bacteria and fungi) or render them ineffective for their intended use. Methods should be able to reduce the viability/infectivity of even the most concentrated forms of biological materials, either in wet or dry form, in the presence and absence of contaminating organic and/or inorganic species. The ability to neutralize or render dry materials ineffective is of particular interest. For chemical materials, methods are required to render toxic chemicals ineffective for their intended use. This may be accomplished either physically or chemically to reduce toxicity, efficacy or otherwise eliminate utility even if retaining some toxic properties. Methods or materials should be effective regardless of the physical form or the presence of contaminants. Technologies/destructive materials (for both biological and chemical methods) should be lightweight, easily employed and require minimal or no mixing. Highly efficient ratios of materials to target, such as those achieved by catalytic materials, are most desired. If mixing is needed to achieve rapid mass transport, provide a theoretical concept to address this requirement. All forms of deactivation will be considered. Material addition most often requires some means of mixing. New applications and methods for rapid mixing will be required. Packages should be robust and lightweight with minimal power requirements. Interest lay particularly in methods that may be used to mix dry materials. Specific information regarding the format of submissions, contents, schedules, and evaluation criteria will be provided with the BAA. The estimated release date for the BAA is 11 June 2004. This announcement in no way commits the Government to issue a solicitation or make a contract award(s).
