Description
This is a Pre-Solicitation Notice. There is no solicitation available at this time. The Defense Threat Reduction Agency (DTRA) plans to release a Broad Agency Announcement (BAA) on or about 11 June 2004. Research and Development is being sought in the area of CBRNE Non-intrusive detection technologies. Multiple awards are anticipated. The objective is to research and develop non-intrusive detectors capable of providing real-time, non-intrusive interrogation of ordnance, munitions, and Improvised Explosive Devices (IEDs) to detect and identify internal CBRNE components and filler agents. Desired systems should also have the capability to accurately interrogate container contents for the presence of CBRNE materials regardless of packaging and/or container types, to include items such as pipes and equipment associated with agent production. The systems being sought will perform CBRNE detection and identification in a complete “non-intrusive” manner, i.e., not requiring physical contact with or exposure to the agent outside of the containment vessel. The non-intrusive detection systems should be man-portable with a total weight not to exceed 80 lbs (threshold), 30 lbs (objective), and not require or depend upon extensive logistics support for operation. The systems being sought should be easily upgraded to incorporate technological advances in hardware or software including the ability to detect new analytes. The systems should be capable of operating within all anticipated environments and should perform with a specificity of 99% (objective) 95% (threshold) with sensitivity comparable to direct detection technologies (objective), 2 logs more than direct detection technologies (threshold). Specific information regarding the format of submissions, contents, schedules, and evaluation criteria will be provided with the BAA. The estimated release date for the BAA is 11 June 2004.
