Description
NASA/Johnson Space Center (JSC) plans to issue a noncompetitive Request for Proposal (RFP) to Lockheed Martin Space Operations for an extension of up to six months (six one-month options) to the Science, Engineering, Analysis and Test (SEAT) contract (NAS 9-19100), covering the period from January 1, 2005 through June 30, 2005. It is anticipated that the RFP will be released during the third quarter of calendar year 2004. Extension of the SEAT contract through June 30, 2005 will allow for the continuation of the following engineering and science activities: design, development, fabrication and assembly, and certification of flight hardware; software ground support equipment; performance of structural, thermal, materials, guidance and navigation and control system analysis; development and sustaining engineering of real-time engineering human-in-the-loop simulation systems; performance of research and development in all of the engineering disciplines; performance of earth science research; and performance of photo and television analysis. In addition, the SEAT contract provides for translation of life science experiments into payloads and integration into space vehicles; crew training and payloads mission management; and maintenance and operation of major engineering test facilities in support of all NASA JSC missions. Further, the SEAT contractor is responsible for supporting astronaut crews in Earth observing activities including planning, training, cataloging, and analysis. Authority for the six-month extension comes from a deviation to FAR 17.204(e), NFS 1817.204(e) and NASA Procurement Information Circular 00-22 requirements granted by NASA Headquarters on May 6, 2004. The SEAT contract period of performance is scheduled to end on December 31, 2004. The Engineering and Science Contract (ESC) competitive procurement schedule provides for contract award on December 16, 2004, followed by a 45-day transition period to facilitate the transition of work to the successor contractor by February 1, 2005. As a result, there will be no contract coverage for engineering services during the month of January 2005. Also, a 45-day transition period may not be sufficient to mitigate technical risks associated with crucial, on-going return-to-flight activities supporting launch in the March-April 2005 timeframe, and critical skills providing support for return-to-flight, including real time mission support and post flight data reduction and analysis, are essential to mission success. In an effort to mitigate these risks, the current contract will be extended up to 6 months by incorporating six 1-month options. The Government does not intend to acquire commercial items using FAR Part 12. See Note 26. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed.
