Description

The VA Medical Center, Bay Pines, Florida intends to negotiate on a sole source basis in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, to provide and install a video-on-demand system that provides on-demand delivery of service to all television outlets at the Medical Center. The system must have the capacity to store a minimum of 36 hours of digitized video and the capability of an expanded storage capacity. The system must have the ability to deliver the video primarily through the existing RF CCTV network. Satellite systems are not acceptable. The system must support a minimum of 8 channels for simultaneous use. In addition, it must deliver information, using streaming video, through a TCP/IP data network. It must have an interface with to the existing PBX. The user interface must be through CCTV and a telephone (via PBX) to reply to screen prompts. The system must have the ability to create reports. The output of these reports is to a fax machine, local printer or electronic storage. The system must have the ability to conduct satisfaction surveys and testing using the user interface. The VA Medical Center, Bay Pines, Florida and the contractor develop the surveys. The contractor must place these on the system at no additional cost. Reports shall contain the following information: what video was viewed, when it was viewed and who viewed it, and any quiz or survey results. The system must have the ability to accept analog input and convert it to a digitized file that is accessed from the system. The contractor shall provide a minimum of 20 educational digitized videos. The contractor shall also digitize existing CCTV video and CCV and provide an additional 20 hours of digitizing at no additional cost. The video selections will be approved by the Medical Center prior to installation. The videos shall have unlimited usage and the Medical Center will not be subject to any additional charges or usage fees. All video are copyrighted and the Medical Center will be given explicit permission to use the videos. The requirements shall include digitizing VA-owned videos and installing them on the system. The requirements include 60 months of 24 hour/day, 7 days/week technical support, help desk support and 60 months of maintenance, service and software upgrades. Installation shall be a complete turnkey solution with installation costs included. The system shall also include: (1) the ability to interface with the Medical Center’s local area network (LAN); and (2) the ability to provide an interface with the VA’s computerized Patient Record System (CPRS/VISTA) for documentation. Any associated travel costs, per diem expenses and training of all appropriate Medical Center staff shall be included.
