Description
The Texas National Guard will issue a Request for Proposal for a Best Value Construction Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for maintenance, repair, and construction, to include design-build in s upport of projects for the Texas National Guard statewide, including work at Austin, Dallas-Ft Worth, Houston and San Antonio. The North American Industry Classification System (NAICS) codes include: 236, Construction of Buildings and 237, Heavy and Civil Engineering Construction. The Small Business size standard is $28.5 million averaged over a 3 year period. The basic contract will be for one (2) year period, with three (3) one-year options, for a maximum total of five years. The Government intends to a ward a minimum of six (6) individual MATOC contracts, providing sufficient qualified contractors present offers. This is a Total 8(a) set-aside for Construction contractors whose approved business plans are on file and serviced by the 6 SBA district offic es located within the state of Texas, located in Dallas, El Paso, Harlingen, Houston, Lubbock and San Antonio. Source selection procedures in accordance with FAR Part 15.3 and DFARS Part 215.3 shall be utilized for the basic contract. Evaluation criteria, in descending order of importance, are as follows: Past Performance, Technical Considerations and Price. Prospective offerors must submit a proposal for the prototypical project to be considered for award. The prototypical project will only be used to eva luate the price evaluation factor and portions of the technical proposal, and will not be issued as a Delivery Order after award of MATOC. Individual Task Orders shall not be less than $2,000 or more than $3,000,000. The total combined amount of all award s shall not exceed $75,000,000. In accordance with FAR 16.505(b), the successful offerors will compete for all task order awards unless an exception applies. Task orders will be issued to contractors based on a combination of price and other factors (best value judgments) in accordance with FAR 16.6506. The Government intends to award contracts without conducting discussions, therefore, the Offeror's initial proposal shall contain its best terms from a cost or price and technical standpoint. The Governmen t intends to issue this solicitation and any amendments through the use of the Internet only. No additional media will be provided unless the Government determines that it is necessary. Contractors may view and/or download the solicitation and any amendmen ts from the Internet at the following National Guard Contracting Electronic Bid Solicitation website: http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. It is the contractor's responsibility to check the website daily for any posted changes to this solicitation. All questions pertaining to this solicitation must be e-mailed to: carol.koenig@tx.ngb.army.mil. Questions must be submitted no less than 7 calendar days prior to the closing date of the Solicitation. Offerors, after registeri ng for this solicitation, should verify their name appears on the Prospective Bidders List for this project. Contractors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. To register, access the CCR Internet address at: http://www.ccr.gov/ . It is anticipated that the solicitation will be issued on or about 23 June 2004, and that the pre-proposal conference will be held on 1 July 2004 at Camp Mabry, Austin, Texas. Numbered Note 1 applies.
