- Description
- The Department of Agriculture (USDA) is seeking potential sources for Design and Construction Management Services. The USDA is also seeking a second potential source for Design Review Services. The magnitude of construction estimated price for infrastructure and site work is $1,000,000 to $5,000,000. The NAICS Code is 541330, with a size standard of $4.0 million. This project will involve construction of a Classical Chinese Garden. It will be located on a 5-acre +/- site at the United States National Arboretum (USNA) in Washington, DC. The current plan is that the Chinese government will fund and build the garden and structures -USDA will fund and prepare the site and infrastructure. Design Services for this project will entail coordination of Chinese Garden drawings to design for the development of the infrastructure and site. Infrastructure and site shall include but is not limited to excavation, building foundations, man-made lake, utilities and site preparation. The designer will also be responsible for coordinating with the Chinese drawings and translating designs into both Chinese and English. The designer must have staff that is experienced with Chinese drawing and construction standards and can also speak and write fluently in both Chinese and English. The designer must also act as interpreter between the Chinese and U.S. Government. Designer will also be responsible to make sure that the Chinese and infrastructure designs meet all applicable U.S. codes & regulations and USDA and ARS (U.S. Department of Agriculture and Agricultural Research Service) design standards. Construction Management Services for this project will entail but are not limited to construction bid services, review of submittals, answer RFI?s (request for information), construction inspection, and coordination of all construction including work performed by the Chinese. Design Review Services shall consist of reviewing the design for constructability and coordination with the Chinese design. The design review firm shall also have staff that can write and speak fluently in both Chinese and English. USNA will remain open and operational throughout the project. Qualified firms are invited to respond to this announcement by providing the following information: a) geographical locations(s) of major and satellite offices, b) business size (large or small) and type (8(a) concerns, Native American Enterprise, HUBZone small business, small disadvantaged business, woman-owned, or service-disabled veteran-owned, veterans of the Vietnam era, and other eligible veterans), c) identify Small Business Administration Certification, if applicable, d) demonstrate experience with contracts of work similar in size and scope to this project, e) provide resumes of qualified staff personnel who are experienced with Chinese drawing and construction standards and can also speak and write fluently in both Chinese and English, and f) past performance references (three) for similar work, identifying any design, construction management, or design review services experience performed within the past five years. No solicitation exists at this time. This request is intended only to identify sources of services. The Government does not intend to award a contract on the basis of this sources sought announcement or to otherwise pay for the information requested. The deadline to respond to this notice is June 30, 2004.
