- The Defense Information Systems Agency (DISA) hereby issues a Request for Information (RFI) to identify sources with innovative and cost effective solutions to satisfy a need for spectrum management support (SMS) to the Defense Spectrum Office (DSO). .......... This announcement is an RFI only, and not a Request for Proposal (RFP). When there is any further development in the project, a formal RFP will be issued. .......... This RFI is a request for interested parties that may be able to provide the required spectrum management support to the DSO to describe their capabilities to respond to the requirements described below and provide a rough-order-of-magnitude (ROM) cost for such services. Industry responses will be used by the Government to assess feasibility, technical solutions and acquisition approaches for proceeding on the SMS. .......... This RFI is issued solely for information and planning purposes. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in responses. The point of contact (POC) for technical issues is Mr. Stuart Timerman, DSO Program Manager, at email timermas@ncr.disa.mil. The POC for contractual issues is Ms. Nancy McClain, Contracting Officer, email mcclainn@ncr.disa.mil. .......... The SMS project is a method of acquiring technical support services to assist the DSO in fulfilling its mission responsibilities. The support services will be performed at a government site in northern Virginia and portions of the work may be performed at the contractors facilities. All contractor personnel must possess a SECRET clearance prior to task assignment. .......... The objective of the DSO program is to support the Office of the Assistance Secretary of Defense for Networks and Information Integration (OASD/NII) in the development of policies and plans to ensure that DoD can meet its spectrum needs and to assure spectrum access to our warfighters. Strategic planning and roadmapping of regulatory activities and technology are integral to the development of DoD policies. .......... Any future solicitation and subsequent contract on this program will be for spectrum management support (SMS) to the DSO. This program encompasses all national and International activities associated with the DoD spectrum Policy and Planning, including the World Radiocommunication Conference (WRC), assessment of impact of commercial technology encroachments into DoD spectrum on DoD operations, study and development of efficient and state-of-the-art technology to increase the efficient and effective use of the electromagnetic spectrum, and to devise strategies to help in furthering DoD?s spectrum management interests both nationally and internationally. .......... The DISA Defense Spectrum Office provides long-term, comprehensive and strategic planning to assure DoD?s access to spectrum. The DSO provides and/or coordinates the analytical support, coordinates all joint spectrum management matters, develops DoD spectrum policy that ensures consistent enforcement of spectrum management policy and procedures DoD-wide, and is responsible for the development of efficient spectrum management processes using advanced technology and spectrum management techniques required to ensure DoD global spectrum access in the 21st century. These responsibilities also include the rectification of both technical and policy issues associated with electromagnetic spectrum and the national and international allocation and assignment of spectrum. .......... The DSO is primarily comprised of three organizational teams, National, International, and Emerging Technology. For each team to successfully perform their roles and responsibilities within their respective domains, there are key functions executed to develop the planning, formulate the required product/message/response, and to engage and participate in the appropriate forums. These functions have been identified within this SOW to be represented within three primary functional areas: Strategic Planning, DoD Outreach and Systems Engineering. .......... Interested parties responding to this RFI are invited to prepare a white paper and address suggestions to perform the tasks identified and submit them NLT 14 June 2004. All comments and suggestions are welcome. Sources submitting a white paper who are interested in making a maximum 1-hour presentation (open forum) should contact Mr. Stuart Timerman at email timermas@ncr.disa.mil to make arrangements. .......... Responses to this RFI are to be sent electronically to both Ms. McClain?s and Mr. Timerman?s email addresses. Email attachments must be virus free, and there must be a positive statement included in the email text certifying the same. .......... Respondents must include the Company Name, Street Address, City, State, NINE-digit zip code, Point of Contact (POC), POC telephone and facsimile numbers and email address, Company size and Status. If the Company address includes a post office box, the complete address must also be provided. Proprietary information should be identified as such. .......... Respondents are requested to identify any GSA or GWAC or other usable current government contracting vehicle that may be used in fulfilling the requirements of this program. .......... Respondents shall classify their company size using NAICS 541330, engineering services - $4,000,000.
