Request for Information To enable increased integration between SPAWAR Systems Center Charleston and its Industry Partners The Space and Naval Warfare Systems Center Charleston is requesting information from companies interested in increasing the integration between the Center and its industry partners. The goal is to reduce the cost of doing business so that the savings can be used to re-capitalize the Navy and increase support provided to the war-fighter by increasing organizational efficiency and effectiveness. Increased integration should result in reduction of costs, and an increase in quality and responsiveness of products and services offered to Center customers. External integration is an integral part of a Networked Virtual Organization (NVO), as described in The Bridge, which can be found at CISCO?s website, www.cisco.com. An expanded dialog and exchange with industry is considered a key step in achieving external integration. The necessary government and industry dialog will proceed in at least two phases. First, senior government and industry partner leaders will discuss means to transform the government and industry team. Broad outcomes and end-states should be developed. Major impediments to efficient and effective teamwork should be identified. Methods to incentivise contract performance; both from the contractor and government perspective, in order to provide more cost-effective products and services will be discussed. The second phase will be to charter activities involving government and industry participants to create standard business processes, standard sets of data, automation of transactions, and shared data bases and to develop specific improvements to existing processes and systems. Several work/functional areas should be addressed, including but not limited to: engineering services, ship and shore installations, corporate production, business operations and administration. These areas should be addressed in terms of creating efficiencies through the development of standard business processes and standard sets of data, automation of transactions, shared databases and applications, and improvements of existing processes. Contractors that would like to be considered for participation in the phase one dialog, as described above, should submit a two page White Paper, in MS Word or MS Excel format, with the following information: a. Name of Company b. Name of Senior Leader and following information: i. Position of Senior Leader ii. Contact information iii. Brief resume including pertinent experience d. Per year dollar value of work accomplished for SSC Charleston over the past five years. e. Contracts Company holds as prime and contracts Company works as a sub with SSC Charleston. f. Area(s) the Company provides products or services in, for example Engineering Services, Ship and Shore Installations, Corporate Production, Administrative Services, Business Services and others. g. A narrative of what areas of transformation you consider being potentially of value and would provide beneficial outcomes and end-states for or mutual customers? Where do you think the big pay-off areas are? Depending on quality of responses, some companies may be invited to meet with senior leadership of SPAWAR Systems Center Charleston and help assist the government industry team achieve the highest level of integration possible. After the initial dialog, companies may be invited to participate on process improvement teams to develop more efficient, cost-effective and higher-quality products and services for the Center?s customers. The Center is interested in innovative responses from small, mid-sized, and large businesses.
