- Description
- Serivces, non-personal to provide all plant, labor, transportation, materials, equipment and appliances necessary to renovate an administrative office building at Selfridge Air National Guard Base, Michigan. This is a historical building. The facil ity consists of 19,184 square feet of interior office space on the first and second floors and 15,309 square feet of unoccupied space in the attic, basement, and exterior porches. The work will include the replacement of the slate roof and repair of all e xterior surface to restore the facility to its original architectural appearance. The electrical, HVAC, plumbing, and communications systems will be replaced or upgraded to current standards. A new wet-pipe fire sprinkler system will be installed through out the facility. The estimated cost range of this project is between $5,000,000 and $10,000,000. The total construction period is 365 days after receipt of the Notice to Proceed. A firm-fixed price contract will be awarded. Award will be UNRESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. The North American Indust ry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $28.5 million annual receipt for the past 3 years. A Small Business subcontracting plan will be required if the offeror is a large business and must be submitted with offer. The contract will be awarded under Source Selection procedures specified in the solicitation. Evaluation factors include Price, Past Performance and Technical requirements to included but not limited to the proposed work schedule in CPM format. The solicitation will be available for distribution on or about 15 June 2004. A site visit and Pre-Proposal Conference is scheduled for on or about 23 June 2004 at 0900 hours. Proposal closing date is on or about 16 July 2004. Actual dates and times will be identified in the solicitation. Interested offerors are encouraged to attend the Pre-Proposal Conference and should register in accordance with the requirements to be provided in the solicitation for clearance to the facility.
