- Description
- The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to National Simulations Center (NSC) for Live Virtual Constructive (LVC) Near Term and Joint National Training Center (JNTC) General Support Team (GST). The contractor shall provide support for NSCs Army LVC Near Term prototyping initiatives and Joint Forces Command (JFCOM) Joint LVC integration and architecture efforts, and maint ain Digital Battle Staff Trainer (DBST) and on-site general systems engineering responsibilities. The tasks are system engineering, instructional system design, and program training analysis related. Tasks include but are not limited to integration, testing and documentation of proposed JNTC and Army LVC Near Term architectures; providing system engineering expertise to refine prototype architectures in support of emerging requirements and required cap abilities; verification, validation and accreditation (VV&A) of the system engineering of proposed architectures, components and prototypes; system-engineering support for research, prototyping and experimentation in joint training events for Defense Resea rch and Engineering Network (DREN), Distributed Continuous Experimentation Environment (DCEE), Mission Rehearsal Exercises, and Joint National Training Capability; on-site systems interface and network administration, configuration management, and troubles hooting of all hardware and software problems for the National Simulation Center; on-site integration testing, new equipment training, documentation, configuration management, and system administration and technical support; local DBST Federation, system i nterface; technical support and input to the In Progress Review (IPR) and Configuration Control Board (CCB); on-site integration, operation and training of JDLM as a DBST Trainer federate; assess, document and implement necessary software modifications in SIMCI Interchange Module for Plans, Logistics, & Exercises (SIMPLE); ensure operation and stability of DBST federates and interfaces; conduct and document systems engineering, software development and on-site integration, operation and training for Packet Radio Unit (PRU) support; conduct and document systems engineering, software enhancement and on-site integration/operation to provide a Digital Battle Staff Sustainment Trainer (DBST) Low-Overhead Driver (LOD) capability at the National Simulation Center f or enhancement, test and demonstration purposes; integrate validate and test SELS development to achieve LOD stimulation and simulation; conduct systems engineering, software development and on-site integration, testing, operation, implementation and conti nue enhancement of Specified Protocol Data Unit (PDU) for JANUS/JCATS Dynamic Task Reorganization Within Models; conduct systems engineering, software development and on-site integration/testing/operation to provide a one-way Distributed Interactive Simul ation (DIS) interface for DIS-aggregation and entity state representation of selected Corps Battle Simulation (CBS) units; achieve bi-directional interface of CBS to DBST via Run Time Manager (RTM); use Meta-VR Unmanned Aerial Vehicle (UAV) and Joint Surve illance Target Attack Radar System (JSTARS) Workstation; product improve low overhead prototype (proof of concept) of Battle Command Skills Trainer (BCST) to enable integrating multiple systems amongst themselves and with other Near Term live instrumentati on and constructive simulations; install and maintain all components of DBST in support of LVC Near Term and JNTC; provide digital simulation of joint C4ISR devices with a single interface between those devices and models such as JCATS, Joint Semi-Automate d Forces (JSAF), SELS, and other DIS or HLA models and other support; support and conduct software enhancement and modification of SIMPLE to represent National Deployment and Mobilization; Support; conduct DBST familiarization training for the BCTP Military Observer Controllers (O/C), Observer/Trainers (O/T), and contractor personnel; provide federation, system, interface and network administration support to designated LVC Near Term and JNTC Exercises and Experi mentation efforts; provide documentation to the NSC in support of a DBST data repository and Internet accessible web site; contract transition support. All interested contractors must address on the their proposal in response to the Request for Proposal (RFP) all areas of their expertise listed in this requirement. The contractor personnel team shall have expertise as indicated below: integration expertis e in the C4ISR systems and simulations both at the laboratory and field environments; in the integration of the systems to produce viable complete simulations/stimulation and after action review packages; to design integration architectures, execute their integration, supervise and/or conduct integration tests, and articulate the architecture to the field environment; in the conduct of simulation C4I final test events, or support of real world training exercises, or real world operations; Army Battle Comman d Systems (ABCS) Constructive Simulations under the ACTF umbrella and Virtual/Entity Simulation Systems; Simulation Interface Software to ABCS; Computer Network Systems for Local Area Networks and Wide Area Networks; the AAR Systems; Distributed Interacti ve Simulation (DIS) and High Level Architecture (HLA) prototype and training federations consisting of combinations of the above systems, re-engineered current simulations, Warfighters Simulation (WARSIM), and OneSAF Test Bed and Objective OneSAF (OOS); an d audiovisual systems hardware used with training systems. This is a continuation of an on-going contract with Intelligent Decision Systems, Inc. (IDSI) to perform similar tasks. The complete requirements will be included in the Statement of Work (SOW) issued with the Request for Proposal, which will be provided to all qualified respondents. The Federal Supply Classification (FSC) code for this project is R421, NAICS code is 541512, and SIC code is 7373. The contractor shall provide management and daily oversight of their Senior Systems engineering personnel in s upport of NSCs LVC Near Term integration, DBST, CGSC and onsite requirements. All responses will be considered and must include proof of the ability to provide senior systems engineering support to NSC including performance information and references on the contractors abilities. The response should also provide GSA schedule inform ation, contract labor categories and rates for this service. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 4:00 p.m. CST, on 14 JUN 04. All appropriately supported responses will be provided the RFP and SOW for preparation and submission of a proposal.
