- ****THIS IS A MODIFICATION TO A PREVIOUS NOTICE.**** *****Solicitation Number SB1341-04-Q-0531 is hereby amended to: 1)Extend the due date for proposals; 2) Add a due date for all technical questions; 3) Provide an address for shipment of required chairs and samples; and 4) To respond to technical questions submitted. ***** 1. The due date for proposals is hereby changed as follows: FROM: Thursday, June 3, 2004 at 3:00 PM Eastern Standard Time TO: Monday, June 7, 2004 at 3:00 PM Eastern Standard Time. 2. The deadline for technical questions shall be Wednesday, June 2, 2004 at 5:00 PM Eastern Standard Time. All technical questions shall be submitted via email to Erin.Schwam@nist.gov. All technical questions must be received in their entirety prior to the deadline. 3. Samples shall be sent to the following address: ATTN: Erin Schwam, NIST, 100 Bureau Drive, Building 101, Red Auditorium, Gaithersburg, MD 20899. 4. Responses are hereby provided to the following technical questions: QUESTION: This project requires aisle lighting fixtures but doesn?t state how many lights are needed. How many lights are needed? RESPONSE: The successful Offeror shall design a new seating system, including aisle lighting, for the existing auditorium space. It is anticipated that no more than 44 aisle light fixtures shall be required. QUESTION: The specifications call for rocker stanchions. Irwin is the only manufacturer to produce these types of stanchions and they would be considered proprietary. Can standard non-rocker stanchions be considered equal to the rocker stanchions? RESPONSE: The requirement is for an articulating back (rocker-style) chair. Chairs and components that meet the minimum technical requirements and salient characteristics provided in the solicitation may be considered equivalent. QUESTION: The specification names Irwin Seating Co. or equal. Can another company?s high back chair be approved as equal to the Irwin chair? RESPONSE: Yes; Chairs that meet the minimum technical requirements and salient characteristics provided in the solicitation may be considered equivalent. QUESTION: Is it a requirement to have a rocker style; if so, why? RESPONSE: The requirement is for a rocker-style chair. It has been determined by NIST that the rocker style chair is the required style for the red auditorium. *******This acquisition is a cascading small business set-aside. In accordance with the Non-Manufacturer Rule, to qualify as a small business under a small business set-aside, the distributor and the manufacturer must be a Small Business under the NAICS code identified above. Because this is a cascading small business set-aside, all business sizes are invited to respond. However, if at least two small businesses submit acceptable quotations, then the procurement becomes a small business set-aside, and only the quotations from the small businesses shall be evaluated. All other quotations shall be excluded.******* ****ALL OTHER TERMS AND CONDITIONS SHALL REMAIN UNCHANGED AND IN FULL FORCE AND EFFECT****
