Description
EPA intends to issue a contract to the North Carolina State University to conduct research to evaluate the transport and fate of chemical and biological agents on landfilled building decontamination debris (BDR). The objective is to evaluate the transport and fate of chemical and biological contaminants on building debris material that has been placed in a landfill for disposal. The data will help clarify the understanding of transport through waste and if landfill gas is a potential pathway for these contaminants to be released to the environment. These data will be used to help those making decisions on how to best manage BDR to ensure protection of landfill workers and the surrounding community and ecosystems. Existing laboratory-scale reactors, which were designed and utilized to evaluate the anaerobic decomposition of biodegradable components in a simulated landfill, will be used to simulate anaerobic conditions within a landfill and to evaluate/validate equilibrium models for chemical contaminants and the mechanisms controlling transport and fate of biological contaminants using surrogates. Use of the existing equipment will allow the study to be completed more expeditiously and at a lower cost to the Government. There will NOT be an RFP issued as a result of this synopsis. Organizations that feel they can meet EPA's requirements must submit supporting documentation no later than ten days after posting of this synopsis.
