Description
SOLE SOURCE: The United States Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract with Rogers Engineering & Associates, 3705 NW 24th Place, Gainesville FL 32605 for continuation of the development and testi ng of a MATLAB based computer program for the parameter estimation of six-degree-of-freedom parafoil motion using the Extended Kalman Filter (EKF) implementation. Rogers Engineering & Associates developed this computer program for the US Army and further validation of the program is necessary. The computer program is part of an ongoing program supporting Air Delivery Modeling and Simulation at USAYPG. No other firms are as familiar with the computer program as the developer of the program, Rogers Engineering & Associates. The North American Industry Classification System (NAICS) code is 541720 with a size standard of $21 million. Award of the requirement shall be in accordance with FAR Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures. Responses other than Rogers Engineering & Associates may identify their interest in providing the requirement b y submitting a proposal by way of an email to Laura St.John, Contract Administrator at Laura.StJohn@yuma.army.mil later than 4:30 pm MST 31 May 2004. Reference number W81R8T-4125-RM01. Your proposal MUST demonstrate that your firm possesses the experienc e and capability to complete this work without causing time delays or added expenses from having to first learn the computer program and its underlying theory.
