Description
The National Cancer Institute (NCI), DCCPS, Applied Research Program (ARP), plans to procure the services for Analyses of California Health Interview Survey-Complementary and Alternative Medicine (CHIS-CAM) Data to Explore the Demographic, Socioeconomic, Healthcare Access and Use and, Cultural Factors Influencing CAM Utilization with Regents of the University of Los Angeles, California, Center for Health Policy and Public Health Institute, UCLA, Los Angeles, CA 90095. The requirement will be procured in accordance with FAR Part 13. The North American Industry Classification System Code (NAICS) is 541710 and the business size standard is 500 employees. Period of Performance: June 30 2004 - June 29, 2005. The Applied Research Program has sponsored several studies conducted by the Center for Health Policy Research, University of California at Los Angeles, examining health behaviors in California. These include the 2000 California Health Interview Survey-Cancer Control Topical Module (2000 CHIS-CCTM), the California Health Interview Survey in 2001(CHIS 2001) and the California Health Interview Survey-Complimentary and Alternative Medicine (CHIS-CAM) in 2002. CHIS-CAM, a follow-back study to targeted individuals who responded to the CHIS Adult core survey, collected extensive information on CAM use among those with cancer, non-cancer, and chronic illnesses other than cancer, to compare and contrast this usage with that of the general population. The study collected data from 9,187 people (2,071 had cancer) who agreed to be re-contacted from CHIS-2001. The purpose of the project is to analyze the CHIS-CAM data. Analysis of this data is crucial, as the size and diversity of the racial/ethnic groups in the CHIS-CAM sample will help NCI to ascertain use of CAM among racial/ethnic minority populations that are insufficiently represented in current national surveys. Analyses will be conducted to examine the main questions of interest. These include: 1) Overall CAM usage; 2) CAM usage among those with cancer; and 3) Predictors of CAM usage related to demographics, socioeconomic status, health care access and use, and cultural characteristics. Regents of the University of Los Angeles, is the only source known to the NCI that can provide the unique personnel required in order to continue this service. UCLA Dr. Michael S. Goldstein and his collaborators whom have access to the analyses of the data require and have specific knowledge of the CHIS-CAM data. The UCLA team designed the CHIS-CAM study and collected the data. In addition, the UCLA group of investigators has in-depth understanding of the CHIS 2001 survey, which was used as the basis for the sample for the CHIS-CAM study. Therefore, this group has unique understanding and access to the CHIS-CAM data and is uniquely qualified to perform these analyses. UCLA has a copyright on the CHIS-CAM data. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, June 8, 2004. If you have any questions they must be submitted in writing to Malinda Holdcraft, Purchasing Agent, at holdcram@exchange.nih.gov or by fax 301-402-4513. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation number must be cited on all correspondence, NCI-40066-NG.
