Description
Negotiations are being conducted on a sole source basis with MedRespond for Interactive Health and Safety Information for Workers ? Automated Internet Synthetic Interview for NIOSH approved Self-Contained Breathing Apparatus (SCBA) for protection against Chemical, Biological, Radiological, and Nuclear (CBRN) agents. SCOPE OF WORK The contractor will develop and produce a web based process to automate the current information delivery and response procedures for queries related to required self contained breathing apparatus (SCBA) equipment and components for protection against chemical, biological, radiological and nuclear (CBRN) agents that are regularly received by NIOSH staff. The system will provide a powerful tool that delivers an immediate video response to a text query to enhance worker understanding of SCBA equipment and components and further safeguard personal safety. The system will be capable of selecting various SCBA components and identifying NIOSH approved configurations and informing the inquirer of the validity of a request. In addition, the system will provide NIOSH with a sophisticated tracking / monitoring measure of which questions are asked and at what frequency, revealing user concerns, possible misunderstandings, and potential misuse of equipment. Moreover, as the system is on the Internet, it will be available 24/7 supporting workers and first responders at all times. The technology should provide a tool to provide an immediate response to a text query as well as a data capture feature that would track all questions asked on the site. This powerful technology would enhance worker understanding of certified self contained breathing apparatus (SCBA) and personal safety and would further provide the CDC/NIOSH with a precise measure of which questions are asked and at what frequency. The process should be capable of operating in any spoken language, making the content universally available. CAPABILITIES REQUIREMENTS The contractor shall be capable of developing a user friendly web based application equivalent to the patented technology from Carnegie Mellon University, known as a Synthetic Interview. The technology provides a fully interactive experience, allowing an internet site visitor to enter a text query and receive a pre-recorded video response that is the answer to the specific question. The technology is powered by an 'intelligent switch' that recognizes language and accommodates mistakes in spelling and grammar. The Synthetic Interview technology should provide the site visitor the impression of an actual conversation with the video personality. The technology should be available whenever and wherever there is an internet connection any time of the day or night. The technology should be extremely robust allowing users with even the slowest internet connections to access the Interviews.
