- Description
- Los Alamos National Laboratory (LANL), operated by the University of California for the Department of Energy (DOE), is preparing a solicitation to obtain construction services to: 1. Mechanical work: Provide and install 4 chilled water cooled air handling units with 18,500 CFM fans for certain future heat loads, centrifugal water cooled chiller machines of 500-tons or greater, a 2400 GPM vertical split case chilled water pump, a 3600 GPM split case condenser water pump, a 1200 ton cooling tower, and related duct mains, controls and hardware. Installation shall be into an existing super computer building to match and nearly double the existing systems. Optional items include a 1200 ton centrifugal chiller with complete automatic tube brushing system, and additional flexible air handlers. 2. Electrical work: Provide and install a rotary uninterruptible power supply system, including 3200 amp frame breakers and 2400 amp trip unions, a 3000 amp switchboard, and power distribution units. 3. To meet the Go/No Go criteria to qualify as a responsible party for consideration for this work, the Mechanical Subcontractor must submit three (3) or more examples of construction projects the proposed personnel of the Mechanical Subcontractor successfully completed within the past five (5) years involving equipment at least as large and complex as, and qualifying the Contractor for, the following: a) Installation, startup and testing of centrifugal water cooled chiller machines of size 500-tons or greater. b) Field erection, startup and testing of cooling towers of 500-tons (1500-gpm) or greater. 4. To meet the Go/No Go criteria to qualify as a responsible party for consideration for this work, the Electrical Subcontractor must submit two (2) or more examples of construction projects the proposed personnel of the Electrical Contractor successfully completed within the past five (5) years involving equipment at least as large and complex as, and qualifying the Contractor for, the following: a) Installation, startup and testing of a 1500-kVA or larger Uninterruptible Power Supply (UPS) or Rotary UPS System. b) Field erection, startup and testing of a 3000-Amp or larger 480-Volt distribution switchboard. c) Installation, startup and testing of 2400-Amp or greater draw-out type circuit breakers in an existing switchboard. 4. The Offeror must also submit a completed Pre-Award Survey of Prospective Contractor Safety. (SUP-1-5 Form 1), and an associated letter from the Offeror?s surety regarding Offeror?s safety experience. The maximum allowable averages over the last three years are: Experience Modification Rate: 1.00 Total Recordable Injury/Illness Case Rate: 7.9 Lost Workday Case Rate: 4.0 Both the mechanical and electrical subcontractors, at any tier, must meet this safety experience standard for working at the Los Alamos National Laboratory. Capital funding for this project is expected to become available by August 2004. The University intends to award a firm-fixed-price contract to the successful firm that best meets the Laboratory?s goals and objectives contingent upon availability and approval of these funds.
