Description
The USCG Engineering Logistics Center (ELC) is seeking a provider of training for systems engineering concepts, activities, and methods. Per the International Council on Systems Engineering: Systems Engineering is an interdisciplinary approach and means to enable the realization of successful systems. It focuses on defining customer needs and required functionality early in the development cycle, documenting requirements, then proceeding with design synthesis and system validation while considering the complete problem: Operations ,Performance, Test Manufacturing Cost & Schedule ,Training & Support Disposal Systems Engineering integrates all the disciplines and specialty groups into a team effort forming a structured development process that proceeds from concept to production to operation. Systems engineering considers both the business and the technical needs of all customers with the goal of providing a quality product that meets the user needs. (www.incose.org) 2 Background The ELC provides logistics and naval engineering services to the United States Coast Guard. The ELC is an ISO 9001 certified organization and it actively utilizes a Baldridge style quality criteria for performance improvement. The ELC is committed to continual process improvement with the goal of increasing customer satisfaction. The objectives identified to meet this goal are: reducing cycle time, managing requirements, managing risk, and using a ?systems approach? to process management. Deploying systems engineering knowledge and practices throughout the ELC has been determined to be the most effective means of meeting these objectives. Two documents are provided that detail the ELC?s organization and operations: The ELC Unit Self Assessment, and the ELC 2002 Commandant?s Quality Award application. 3 Scope 3.1 Provide training on systems engineering for 15-20 ELC employees. 3.2 Training must be conducted at the ELC?s facility during normal work hours. 3.3 The training does not need to be provided all at once. It may be broken into a series of classes over time not to exceed 6 months. 3.4 The students will be professionals in the fields of logistics and engineering. Some may have engineering degrees. 3.5 The purpose of this training is to provide an overview of systems engineering and to make the students competent at the tasks taught. The purpose is not to provide training equivalent to a formal degree in systems engineering or to allow the students to become practicing engineers. 4 Applicable Documents (available on request) 4.1 ELC Unit Self Assessment 4.2 ELC 2002 Commandant?s Quality Award application 5 Technical Requirements 5.1 Provide instruction on the following topics: (a) Requirements Elicitation, Traceability and Management (b) Functional Analysis (c) Risk Management and Mitigation (d) Lifecycle Management (d) Configuration Management (e) Management and Planning (f) Verification, Audits, Testing & Validation (g) System Production. 5.2 Provide hands on exercises, activities, or projects that reinforce the instruction identified in {5.1}. 5.3 Evaluate the effectiveness of {5.1} and {5.2} by utilizing a defined process. 5.4 Provide {5.1} and {5.2} at the ELC?s facility located at 2401 Hawkins Point Road, Baltimore MD 21226. 5.5 Provide {5.1} and {5.2} for between 15 and 20 students. 5.6 Provide all instructional materials (books, handouts, videos, etc?). (a) This requirement excludes expendable supplies used by the students such as paper, pencils, etc? 5.7 Provide students that successfully complete {5.1} and {5.2} a credential that has national recognition. (a) This requirement excludes credentials equivalent to a bachelors, masters, or doctoral degree offered by an accredited educational institution. (b) The purpose of this requirement is to document the student?s achievement for potential career enhancement. 5.8 Provide the tools required to accomplish {5.1} and {5.2}. (a) This requirement includes tools like a laptop and projector for the instructor, software (for classroom use only) beyond a Windows XP computer with MS Office, or any other necessary tools. 5.9 Provide a list of facility requirements for the classroom (e.g. student computers, whiteboards, anything else the ELC must provide to accomplish {5.1} and {5.2}). 5.10 Provide a list of potential instructors with a brief synopsis of their credentials. (a) Instructor?s must have demonstrated experience and/or credentials in the area of instruction. (b) If the use of multiple instructors is proposed, segment the list by area of instruction. This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotation shall include, proposed delivery in days, pricing for item, the company Tax Information Number and DUNS Number. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The NAICS code for this solicitation is 611699 and the small business size standard is $6.0 Million. The following FAR clauses apply to this solicitation.
