Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-020-4384-04 is issued as a request for quotations and incorporates provisions and clauses that is in effect through FAC 01-23. This procurement is unrestricted. USDA, ARS has a requirement for one controlled stress rheometer. Required characteristics of this equipment are: 1. Must be capable of running either in a controlled shear rate or strain mode during a flow and oscillation experiment. 2. Must have attachment of parallel plates that can handle continuously flowing liquids from 0.01 to 2.0 ml per minute. 3. Must have temperature control of the plates from -10 up to 100 degrees centigrade. 4. Must be able to characterize a wide spectrum of viscoelastic materials from especially low viscosity fluids to and stiff gels. 5. Must have a wide torque range of 0.1 uNm to greater than 50 mNm. 6. Must have a speed range of 100 mrad/s to greater than 50 rad/s in flow and a frequency range of 0.0001 to greater than 50 Hz in oscillation. 7. Torque Motor must not require periodic calibration with weights or any other devices and should correct for residual air bearing friction. 8. Must be capable of operating in oscillation, creep or flow mode. 9. Should automatically zero the gap by deceleration or electrical contact of the geometry and, during temperature sweeps the gap should automatically adjust for thermal expansion/contraction of the measurement plates. 10. Rheometer system should display oscillation waveforms in real-time. 11. Software specifications: install on Windows 2000 or XP and ability to run rheometer and perform other task simultaneously such as data analysis, Word and Excel. Ability to use the following numerous models to predict material behavior such as: Flow: Newtonian, Casson, Bingham, Herschel-Buckley, Power Law, Sisko, Carreau, Williamson, Cross, or best fit Polynomial. Time/Temp superposition capability should be in the software. Descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 30 days ARO. Equipment price should be FOB Winter Haven, FL. Quoted price should include delivery costs. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far. Company receiving award must be registered in the Central Contractor Data Base at www.ccr.gov The following FAR clauses apply: Data Universal Numbering System (DUNS) Number, 52.204-6; Instructions to Offerors-Commercial Items, 52.212-1; Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-2; Offeror Representations and Certifications-Commercial Items, 52-212-3; Contract Terms and Conditions-Commercial Items, 52.212-4. The following FAR clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6, 52-211-5, 52.222-35, 52.222-36, 52.222-37, 52.225-3 Alt II, 52.225-9, 52.225-10, 52.225-13, 52.225-18, 52.225-21, 52.247-64.
