- In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, Office of Transportation and Air Quality (OTAQ) in Ann Arbor, Michigan, is seeking to procure the design, fabrication, delivery, installation of an overhead crane. With the overhead crane the contractor shall include a five (5) ton capacity, double girder under running crane bridge with variable speed drives and trolley devices. The span of the bridge shall be approximately 15 feet and run on a rail 175 feet long. The bridge must be able to transport a five (5) ton load at a variable speed of up to 60 feet per minute and perform a soft start and soft stop. The drives must have a braking system that can be engaged by the operator or automatically if there is a loss of electrical power The Contractor shall furnish and install one 5-ton capacity low headroom wire rope hoist with variable speed drive. The hoist must be able to lift a 5-ton object 16 feet. The variable frequency drive must have proportional control, be able to transport a 5-ton load at a variable speed of up to 15 feet per minute and perform a soft start and soft stop. The drive must have a braking system that can be engaged by the operator or automatically if there is a loss of electrical power. The Contractor shall furnish and install runway track for the 175 length. Track will be welded and bolted directly to the building frame on 17.5 foot to 25-foot centers. Runway conductors must be enclosed and attached above the runway track. The design must take into consideration that lights and air ducts hang from the ceiling to 19 feet above the floor. Rails may be attached at 24-foot height but must extend down so the moving bridge does not touch obstacles at the 19-foot height. Other considerations are the mezzanine height of 9 feet, 10 inches and that the load is 66 inches tall and will require one foot of clearance. EPA will provide electrical power and circuit breaker panel within 50 feet of the crane installation. The contractor will provide all wiring, conduit, control panels and electrical disconnects from that point on. There shall be a mainline shutoff for the system and all control panels shall have a door-mounted disconnect to shut off power if the panel door is opened. Power to the trolley and hoist will be provided through a festooned cable. Power to the bridge will be supplied through a runway with enclosed conductors. The crane shall be controlled through a single-pendant 115 VAC control with separate buttons to turn the hoist on and off, to run the hoist up and down, to run the trolley left and right, and to run the bridge in forward and reverse. The pendant shall be hung from a fixed point on the bridge near the hoist and run to the control panel on the bridge through a festooned cable. This procurement is a small business set-aside under NAICS code 333923 with a size standard of 500 employees.
