Description
NAICS Code: 511140 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. For the past three years, EPA stakeholders have requested a higher quality roads database than the current TIGER database made freely available by the US census Bureau. This request is a result of growing concern about the relative positional accuracy of facilities and places of interest to EPA. Higher quality roads data is critical for maintaining accurate and authoritative facility identification records in FRS and in EPA's expanding role in providing emergency response capabilities. Collectively, this has led to a decision to expand on a license currently to an enterprise-wide level of distribution for map-based environmental analysis. This request for quotation (RFQ), RFQ-DC-04-00191 number is for the procurement of Enterprise-Wide Deployment of Roads Data through a non-transferable, non-exclusive, non-perpetual Grant of License to 1) use the data for its own internal purposes by any authorized EPA user who may use, copy, and distribute the data for internal EPA use, 2) use the data in any EPA sponsored intranet application, 3) use the data for "web locator" purposes, where the general public may enter a single address in order to locate themselves, or the nearest object of interest. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE, GEOGRAPHIC DATA TECHNOLOGY, 11 LAFAYETTE ST, LEBANON, NH 03766-1445, CAPABLE OF SATISFYING THE REQUIREMENT DESCRIBED HEREIN AND INTENDS TO NEGOTIATE AN AWARD ON A SOLE-SOURCE BASIS. The NAICS Code is 511140 with a Size Standard of 500 employees. The following products and features are being purchased under this license: 1) Dynamap 2000 nationwide coverage, tiled by State ESRI Shape file format, annual updates, 2) Dynamap Census Block, nationwide coverage, tiled by State, ESRI Shape file format, annual updates, 3) Dynamap 2000 Regional coverage, tiled by State, ESRI Shape file format, annual updates, 4) Dynamap Census Block, regional coverage, tiled by State ESRI Shape file format, Dynamap ZIP Boundaries and Inventory file, nationwide coverage, tiled by States, ESRI Shape file format. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular 23 (5/5/04). The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items (OCT 2000), and the clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002), applies to this acquisition. Offerors shall submit a Certifications-Commercial Items (JUN 2003) with their offer. The clause at FAR 52.212-5, Contract Terms and Conditions Require to Implement Statutes or Executive Orders-Commercial Items (JUN 2003), applies to this acquisition This notice is not a request for competitive proposals. Firms having the ability to provide the items as stated above, shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and phone number(s); technical literature; GSA schedule, if applicable; and pricing. A determination by the Government not to compete this proposed contract based upon responses to this notice is considered solely for the purposes of determining whether to conduct a competitive procurement.
