Description
1.) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2.) This is a request for quotes (RFQ). Solicitation number is RMAST-04-J536. 3.) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. 4.) This is a 100% small business set aside. The associated NAICS code is 423390 and small business size standard is 100 employees. 5.) Requirement: Furnish and Set-Up on existing cement pad, a 50 foot by 100 foot Clear Span Temporary Building with an approximate roof height of 30 feet in the center with an approved design; essential for use as a temporary gymnasium at the Frenchburg Civilian Conservation Center, Mariba Kentucky. The schedule of items is as follows: Item 0001, deliver and set-up clear span building, 1 each, lump sum. Include proposed delivery date. 6.) Specifications for Clear Span Building: - Accu-Steel, Inc. or equal. - Building will have one 50 foot (back of building) end wall with two walk doors and one 50 foot (front of building) end wall with one gather door and one walk door. - Air flow vents on both ends and both sides are required with adequacy in number to meet proper industry standard air flow and indoor air quality standards. - Outer surface will be a white colored woven polyethylene fabric, 12.5 ounce or higher rating, UV stable, stain resistant from dirt or chemicals, fire retardant, waterproof and tear resistant with specifications equivalent or higher than Accu-Steel, Inc. standards. - Truss rafters will be square tubing (50ksi yield/55ksi tensile) in-line bolt rafter connection, cold rolled un-stressed forming and plate truss 5 times strength of single pipe. - Building and set-up must have a 10 year unconditional warranty. 7.) Delivery to Frenchburg Civilian Conservation Center, Hwy 77, Mariba KY 40322, FOB Destination, not later than 45 days after contract award. 8.) Full text of a clause may be obtained electronically via the internet: www.arnet.gov/far The provision at 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. 9.) The provision at 52.212-2, Evaluation--Commercial Items and the specific evaluation criterion to be included in paragraph (a) of that provision is as follows: i) Price ii) Item conformance to required specifications and iii) Item availability for required delivery timeframe. Conformance to specifications and delivery time, when combined, is approximately equal to price. 10.) Quotes must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items. 11.) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. Add addenda to the provision as follows: - The clause at 52.211-6, Brand Name or Equal, applies to this acquisition. - The clause at 52.204-7, Central Contractor Registration, applies to this acquisition. 12.) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. Check clauses in paragraph b as follows: 1, 5(i), 14, 15, 16, 17, 18, 19, 20, 23(i), and 30. 13.) See item 5, Specifications for warranty requirement. 14.) No Defense Priorities and Allocations System (DPAS) rating are assigned. 15.) Number note 1 ? Total Small Business Set Aside 16.) Quotes are due on June 3, 2004 by 4:00 PM MST.
